We are looking for Senior Digital and transformation Portfolio Managers who will play a pivotal role in overseeing a portfolio of digital projects that support the Departments strategic goals.

Job description

As a Senior Digital Portfolio Manager, you will have an in-depth understanding of, and be able to promote, the strategic and organisational plans and vision for Digital & Transformation Group (DTG), including comprehensive knowledge of a Directors Business Plan and broad understanding of DTGs Strategic aims and objectives.

Youll drive the development of clear roadmaps, help shape high-value initiatives, and guide teams through planning, project shaping and assurance. Working across DTG, youll bring together delivery, financial, architectural, and service insights to enable informed decision-making, mitigate risk, and drive outcomes.

Working with key stakeholders, you will drive effective prioritisation and apply it to inform delivery decisions. You will develop a strong understanding of the performance and risk profile of both live delivery and pipeline activity, enabling you to provide high-quality visibility and insight to stakeholders. You will support the setup of new projects and identify opportunities that align with strategic priorities, offering clear analysis, options and recommendations based on value.

With excellent organisational skills and attention to detail, you will manage multiple workstreams, keep initiatives on track, and unblock issues quickly. You will oversee governance activities, plan quality assurance points, and monitor Board-level decisions and actions to support seamless delivery. You will identify and manage inter project dependencies to reduce risk and maintain momentum.

You will be a proactive and visible leader, guiding teams to identify risks early, make best use of tools and data, and maintain high standards. You will lead and inspire your team, fostering a culture of excellence. You will lead your team in identifying future risks and blockers, helping to embed the use of tooling and information to spot planning and delivery risks, escalating to senior leadership across the Department where necessary

Alongside portfolio leadership, you will actively contribute to the broader community and practice. This includes recruitment, line management, coaching, identifying appropriate training and setting the standards and frameworks for your team.

Hybrid Working

This role may be suitable for hybrid working, which is where an employee works part of the week in their DWP office and part of the week from home. This is a voluntary, non-contractual arrangement and your office will be your contractual place of work.

Salary Information

New entrants to the Civil Service will join on band minimum.

Existing Civil Servants who secure a new role on lateral transfer will maintain their current substantive salary.

Existing Civil Servants who gain promotion will move to the bottom of the grade pay scale or receive a 10% increase applied to their current substantive salary, whichever is greater.

Any temporary allowances that you are currently in receipt of will not form part of the calculation to determine your pay. Any allowances that are in payment will cease when you move into your new role.

This vacancy is using Success Profiles , and will assess your Experience and Technical skills.

Stage 1: Application

Your application will consist of four parts:

1. A Personal Details application form.

2. Employment history - this should contain your work experience and any skills, qualifications and accomplishments relevant to the jobs you have completed.

3. Personal statement - up to 750 words. This statement should be used to provide examples of how you meet the essential criteria below:

Developing and improving portfolio frameworks, processes and controls Experience driving continuous improvement across portfolio frameworks or processes, including how work is prioritised, tracked and reported. Takes ownership of key improvement activity, embedding consistent ways of working and ensuring teams operate in line with agreed portfolio standards.
Delivery knowledge and issue resolution Proven ability to anticipate and identify delivery risks or early warning signs, take decisive action to resolve issues and maintain momentum to protect outcomes across complex delivery landscape.
Data Analysis and decision making Strong analytical skills, experience of using a range of data analysis tools, techniques and providing independent interpretation of portfolio data. Experience of visualising the story of the data and communicate recommendations to a range of senior technical and non-technical stakeholders.
Relationships Management Experience in building successful relationships across organisational boundaries with diverse senior stakeholders using strong leadership and communication skills to build, manage and influence key strategic relationships.

4. Technical statement (up to 250 words). The following statement is aligned to the required technical skill of: Strategic Portfolio Leadership. This statement should be used to provide example(s) of how you meet the criterion below:

Exceptional leadership experience in large scale digital or change portfolios including shaping and influencing strategic planning and portfolio ambitions linked to organisational objectives, setting portfolio standards and providing independent portfolio assurance to senior executive leaders.

Ensure that all examples provided in your statements are taken directly from your own experience and that you describe the examples in your own words. If you choose to use gen-AI to support your statements, you must follow the guidelines outlined in the Artificial intelligence and recruitment guide.

The sift panel will use the information in your employment history, personal statement, and technical statement to assess your experience, skills and knowledge.

An initial sift will be conducted using the technical statement. Candidates who pass the initial sift will be progressed to a full sift.

If you do progress to a full sift, you will be provided with one combined overall assessment score for both your employment history and Personal Statement.

Stage 2: Interview

If youre successful at the sift stage, youll be invited to a video interview via Microsoft Teams. During the interview, youll be assessed against the experience criteria listed under both the essential criteria and technical skill.

You will also be asked to do a 5 minute presentation to further assess your experience on the topic below. Please note the use of visual aids will be permitted.

Describe how you would monitor and control your portfolio and the methods you would use to provide independent assurance to senior leader.

Interviews will take place from late July 2026 onwards. Interview dates to be confirmed.
