CQC Registered Manager – Domiciliary

We are seeking a highly motivated and experienced CQC Registered Manager to lead and oversee the delivery of high-quality domiciliary care services within the community. This pivotal role involves ensuring full compliance with Care Quality Commission (CQC) regulations, relevant legislation, and organisational policies while promoting safe, effective, compassionate and person-centred care.

The ideal candidate will have a strong background in domiciliary care management, with proven experience leading care teams, managing complex care packages, overseeing medication support, safeguarding, care planning and quality assurance. You will be responsible for ensuring that people receive safe, dignified and personalised care in their own homes, while supporting staff to deliver consistently high standards.

Your leadership will drive continuous improvement, promote a positive team culture and ensure the service remains responsive to the changing needs of people receiving care.

Responsibilities

Lead the overall management and operational delivery of the domiciliary care service, ensuring compliance with CQC regulations, legislation and organisational policies.
Ensure people receiving care have person-centred care plans and risk assessments that accurately reflect their needs, preferences, outcomes and level of support required.
Regularly review care plans and risk assessments in response to changes in people's needs, circumstances or health conditions.
Provide effective leadership, supervision, support and mentoring to care staff, promoting high standards of professional practice.
Ensure staff are appropriately trained, competent and supported to safely deliver care, including medication administration, moving and handling, safeguarding and other relevant areas.
Oversee the safe management and administration of medication, ensuring appropriate policies, procedures, competency assessments and audits are in place.
Monitor the delivery of care visits to ensure people receive the right care, at the right time and in accordance with their agreed care plans.
Oversee staff rotas, allocation of care packages and staffing levels to ensure continuity of care and appropriate staffing arrangements.
Ensure missed, late or cancelled visits are appropriately managed, investigated and recorded, with immediate action taken where required.
Maintain effective communication with people receiving care, their families, representatives, healthcare professionals and other external agencies.
Lead safeguarding processes and ensure concerns are identified, reported, investigated and managed appropriately in accordance with statutory requirements.
Conduct regular audits of care records, medication, staff files, training, care plans, risk assessments, spot checks, supervision and other quality assurance processes.
Monitor incidents, accidents, complaints, compliments and safeguarding concerns, ensuring appropriate investigation, learning and follow-up actions.
Ensure the service promotes equality, dignity, privacy, independence and choice in all aspects of care delivery.
Work closely with multidisciplinary professionals, including GPs, district nurses, social workers, occupational therapists and other healthcare professionals, to coordinate effective care.
Ensure the service remains responsive to changes in people's needs and that appropriate referrals and escalation are made when necessary.
Maintain accurate, secure and up-to-date records in accordance with data protection and confidentiality requirements.
Promote a positive culture of openness, accountability, learning and continuous improvement across the organisation.
Prepare for and lead CQC inspections, ensuring the service can demonstrate effective governance, safe systems of work and positive outcomes for people receiving care.
Develop and implement action plans following audits, incidents, complaints, safeguarding investigations or regulatory feedback.
Ensure business continuity and emergency procedures are effective and that appropriate arrangements are in place to maintain safe care delivery during unexpected events.

Experience & Qualifications

Proven experience managing or supervising within a domiciliary care or community care setting.
Strong knowledge and practical understanding of CQC regulations, the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014 and relevant legislation.
Previous experience in a senior management or registered management position within a regulated care environment.
Demonstrated experience leading, managing and developing multidisciplinary or care teams.
Strong understanding of person-centred care, safeguarding, medication management, risk management and quality assurance.
Experience developing and reviewing comprehensive care plans and risk assessments for people with a range of care and support needs.
Experience managing community-based care packages and coordinating care staff across multiple locations.
Knowledge of dementia care, learning disabilities, mental health, physical disabilities, long-term conditions and other complex care needs would be advantageous.
Experience managing medication processes, including MAR charts, medication audits and staff competency assessments.
Strong understanding of recruitment, induction, training, supervision and performance management within a domiciliary care environment.
Excellent knowledge of safeguarding procedures and experience managing safeguarding concerns appropriately.
Strong organisational, communication and problem-solving skills.
Ability to work effectively with people receiving care, families, staff, healthcare professionals, commissioners and other external stakeholders.
Ability to analyse audit findings, identify areas for improvement and implement sustainable changes.
Relevant care management qualification, such as Level 5 Diploma in Leadership and Management for Adult Care, or willingness to work towards one.
Evidence of continuing professional development and commitment to maintaining high standards of practice.
