Job Title: Construction Supervisor– Highways & Construction
Job Purpose
To be responsible for the efficient and effective delivery of property services, building maintenance, highways, and construction operational activities. The role ensures that all works are completed safely, on time, within budget, and in compliance with quality, environmental, and health and safety requirements.
The Property Supervisor will provide day-to-day supervision of operational teams and subcontractors, oversee maintenance and capital projects while ensuring compliance with statutory regulations, street works legislation, and company policies. The post holder will also participate in an out-of-hours emergency call-out rota.
Key Responsibilities
Operational Management
-
Manage the day-to-day delivery of works programmes in accordance with agreed specifications and project requirements.

Supervise highways, construction, maintenance, and capital project activities.

Ensure works are carried out safely, efficiently, and to the required quality standards.

Monitor site progress and ensure project milestones are achieved within agreed timescales.

Assess and oversee traffic management arrangements and ensure compliance with street works legislation.
Health, Safety & Compliance
-
Ensure compliance with all Health & Safety legislation, company policies, and safe systems of work.

Develop, implement, and monitor Health & Safety plans and risk assessments.

Conduct site inspections, safety audits, inductions, and toolbox talks.

Investigate and report incidents, accidents, hazards, and near misses.

Promote and maintain a strong health and safety culture across all teams and contractors.
Resource Planning & Financial Control

Plan and coordinate labour, materials, equipment, and subcontractor resources.

Monitor productivity and staff performance to ensure operational efficiency.
-
Track project costs, valuations, and budget performance to support financial targets.
-
Ensure accurate recording of project data, progress, and costs within company systems.
Team Leadership & Staff Development

Provide direct line management and supervision of operational staff.

Conduct performance reviews, appraisals, and development discussions.

Motivate, coach, and mentor employees, including trainee supervisors and apprentices.

Ensure daily briefings are delivered to operatives and subcontractors.

Foster a positive team culture and high staff morale.
Stakeholder Management
-
Liaise with clients, contractors, local authorities, and partner organisations.

Attend project and Early Contractor Involvement (ECI) meetings as required.

Provide progress updates and technical feedback to stakeholders.
-
Resolve operational issues and escalate complex matters where necessary.
Emergency Response
-
Participate in an out-of-hours emergency call-out rota.

Coordinate emergency maintenance responses and ensure works are completed safely and effectively.
Essential Experience
-
Previous experience in a supervisory role within highways, construction, property maintenance, or civil engineering environments.

Experience managing operational teams and subcontractors.
-
Proven experience delivering maintenance, repair, or capital works programmes.
-
Experience carrying out site inspections, risk assessments, and health and safety compliance activities.

Experience planning labour, materials, and equipment resources.
-
Strong stakeholder management and communication skills.
-
Experience using electronic works management, asset management, or project management systems.
Desirable Experience

Experience working within local authority, highways, or public sector environments.

Knowledge of street works regulations and traffic management requirements.

Experience managing budgets, valuations, and project costs.
Essential Qualifications
-
NVQ Level 3 (or equivalent) in Construction, Civil Engineering, Highways Maintenance, Building Maintenance, or related discipline.

SMSTS (Site Management Safety Training Scheme) or SSSTS certification.
-
CSCS Supervisory Card.
-
Full UK Driving Licence.
-
First Aid at Work qualification (or willingness to obtain).
Desirable Qualifications

NVQ Level 4/5 in Construction Management or Leadership & Management.

NRSWA Supervisor Accreditation.

NEBOSH General Certificate or IOSH Managing Safely.

HNC/HND in Construction, Civil Engineering, or a related field.

Traffic Management Qualification.
Knowledge & Skills

Strong understanding of highways maintenance, construction operations, and property maintenance.

Excellent knowledge of health, safety, environmental, and quality management requirements.

Knowledge of CDM Regulations and risk management principles.

Ability to interpret technical drawings, specifications, and work schedules.

Strong planning, organisational, and problem-solving skills.
-
Excellent leadership, communication, and people management skills.

Competent in Microsoft Office and operational management systems.
Additional Information
Location: NY Property Services, Northallerton, DL6 2YD- Working Hours: 40 hours per week
- Pay Rate: £27.64 per hour (Umbrella)
- Contract Type: Temporary/Contract
- On-Call Requirement: Participation in an out-of-hours emergency call-out rota is required.
- Travel Requirement: Ability to travel to various sites across the operational area as required.
- Driving Licence: Full UK Driving Licence essential.
