Are you interested in playing a key role in strengthening compliance with Scotland’s building regulations and standards?

Building Standards Division is seeking a Construction Professional with practical experience in the building standards system to support high-profile work and engage with local government and construction industry stakeholders.

The division develops and maintains Scotland’s building standards legislation and policy, with current priorities including strengthening the system following the Grenfell Tower Inquiry recommendations and delivering improvements through the Building Standards Futures Board programme.

In this rewarding role, you will help develop and implement policy, legislation and guidance that supports compliance with building regulations and digital development. Working within the Development Unit, you will lead projects, collaborate with local authorities, industry stakeholders and Scottish Government colleagues, and contribute to ensuring Scotland’s buildings are safe, sustainable and energy efficient.

Qualifications

A professional qualification related to building standards or construction is required. Other qualifications equivalent to these may also be acceptable, if you are in any doubt please contact to discuss.

Experience

In depth knowledge of the Scottish Building Standards system, the Building (Scotland) Act 2003, subordinate legislation and guidance and how these relate to wider strategies and policies.

Delivering change -Capable of engaging in initiatives designed to improve policy, project or service delivery and able to lead and contribute to the delivery of change in a national context.

Project management -Applies project management approaches to deliver an activity, process or event. Ability to lead and support teamwork on specific tasks as detailed in the team delivery plan.

Experience is assessed at sift, along with a more in-depth assessment at interview.

Responsibilities

The work involved for the postholder is primarily to develop, implement, review and refine policy on compliance with building regulations, delivering on requirements of the Ministerial Working Groups on Building and Fire Safety and Grenfell Tower Inquiry Phase 2 Report.
Develop and introduce practical solutions for delivering these policy requirements with stakeholders such as LABSS, SBSH, SFT and Professional bodies within Scotland’s construction Industry.
Prepare legal instructions for changes to secondary legislation and support work to amend provisions introducing the compliance plan approach in the Building (Scotland) Act 2003.
Engage with local authority building standards teams to guide development of their back office systems to allow the implementation of a strengthened building standards systems consistently and in preparation for wider digitalisation.
The role also involves the research, reviews and engagement needed to maintain building regulations and statutory guidance.
Ability to deal with a diverse range of issues presented by local authorities, the Scottish Building Standards Hub, industry, professional bodies and the public, and be able to navigate responses to these issues to drive policy implementation forward.
