Full job description

We are a growing CQC Registered Supported Living provider delivering high-quality, person-centred support to adults aged 18–65 with Autism, Learning Disabilities, Mental Health Needs, and other Complex Needs. Our mission is to empower individuals to live independently, achieve their personal goals, and receive exceptional care within their communities.

We are seeking an experienced and commercially driven Procurement Manager with a proven track record of sourcing referrals, developing strategic partnerships, and driving occupancy across supported living services.

The Role

This is a key business development and procurement position responsible for securing new referrals, maintaining strong relationships with commissioning bodies, and ensuring our supported living services remain sustainably occupied.

The successful candidate will have extensive experience within the health and social care sector, an established network of contacts, and a strong understanding of local authority commissioning processes.

Key Responsibilities

Source and secure referrals for supported living services.
Develop and maintain strong relationships with Local Authority Commissioners, NHS Commissioners, Integrated Care Boards (ICBs), Brokerage Teams, Placement Teams, Care Managers, Social Workers, and other referring professionals.
Build effective partnerships with ETTC teams, brokerage services, commissioning teams, case management organisations, and healthcare professionals.
Identify new commissioning opportunities and framework agreements.
Monitor procurement portals and tender opportunities.
Prepare and coordinate referral submissions and placement proposals.
Work closely with the Registered Manager and senior leadership team to maximise occupancy levels.
Attend networking events, commissioning meetings, provider forums, and partnership events.
Promote the organisation's services to commissioners and stakeholders.
Maintain accurate records of referrals, occupancy, and business development activity.
Negotiate placement fees where appropriate.
Ensure all referrals are suitable and align with the organisation's service model.
Analyse market trends and identify opportunities for service growth and expansion.
Support mobilisation of new services where required.
Maintain compliance with contractual and commissioning requirements.
Produce regular reports on referral activity, conversion rates, occupancy, and business development performance.

Essential Requirements

Proven experience as a Procurement Manager, Business Development Manager, Referrals Manager, Commissioning Manager, or similar role within Supported Living, Residential Care, Mental Health, or Learning Disability services.
Demonstrable success in sourcing and securing referrals for supported living or social care services.

Local Authority Commissioners
NHS Commissioners
Brokerage Teams
ETTC Teams
Integrated Care Boards (ICBs)
Social Workers
Care Managers
Placement Officers
Case Management Companies

This is a full-time office-based role working Monday to Friday, 9:00 am to 5:00 pm. The position requires you to be present in the office during these hours and is not a remote or hybrid role.

Pay: £30,000.00-£45,000.00 per year
