Premium Children's Care is a new Children's Residential Service located in Birmingham. We are seeking an experienced Responsible Individual to join the team and support with creating our new children's home.
Overview
Responsible Individual – Children's Residential Home
We are seeking an experienced, knowledgeable, and committed Responsible Individual to provide strategic oversight and governance for our children's residential home. The successful candidate will ensure the home operates in full compliance with the Children's Homes (England) Regulations 2015, the Quality Standards, and Ofsted requirements, while promoting the highest standards of care, safeguarding, and outcomes for children and young people.
As the Responsible Individual, you will work closely with the Registered Manager to provide support, guidance, and constructive challenge, ensuring the service is safe, effective, and child-centred. You will oversee regulatory compliance, monitor quality assurance processes, review performance, and drive continuous improvement across the service. You will also act as the key liaison with Ofsted and other external stakeholders, ensuring that governance arrangements are robust and that children receive high-quality care in a safe and nurturing environment.
The ideal candidate will have significant experience within children's residential care, a thorough understanding of relevant legislation and safeguarding practices, and a proven ability to lead, monitor, and support high-performing services. Excellent leadership, communication, and organisational skills are essential, along with a passion for improving the lives and outcomes of children and young people.
Responsibilities
- Provide strategic oversight of the children's home, ensuring the service operates in accordance with the Children's Homes (England) Regulations.
- Ensure the home complies with all relevant legislation, safeguarding requirements, and Ofsted regulations.
- Support, supervise, and provide constructive challenge to the Registered Manager to ensure effective leadership and continuous improvement.
- Monitor the quality of care provided to children and young people, ensuring their safety, welfare, and outcomes remain the highest priority.
- Oversee governance and quality assurance systems, ensuring robust monitoring and continuous service development.
- Review audits, monthly monitoring reports, Regulation 44 reports, and action plans to ensure compliance and drive improvement.
- Ensure effective safeguarding policies, procedures, and practices are implemented and consistently followed.
- Promote a culture that prioritises children's rights, participation, dignity, and well-being.
- Monitor the home's performance against Ofsted standards and prepare for inspections.
- Notify Ofsted and other relevant agencies of significant events in line with statutory requirements.
- Ensure the home maintains appropriate staffing levels, safe recruitment practices, and workforce development.
- Support the Registered Manager in managing risks, responding to complaints, incidents, and safeguarding concerns.
- Ensure all policies and procedures remain current and compliant with legislative and regulatory changes.
- Promote positive partnership working with local authorities, placing authorities, healthcare professionals, education providers, families, and other stakeholders.
- Monitor financial performance and ensure resources are managed effectively to support high-quality care.
- Attend governance meetings and provide reports to directors or senior management on the home's performance and compliance.
- Promote a positive organisational culture that encourages accountability, continuous learning, and professional development.
- Ensure children and young people's views, wishes, and feelings are listened to and influence service delivery.
- Champion equality, diversity, and inclusion throughout the service.
- Uphold the organisation's values and ensure all decisions are made in the best interests of children and young people.
Skills
- Strong leadership skills with previous supervising or management experience within a care home setting.
- Significant experience working within children's residential care in a senior leadership or management role.
- Thorough knowledge of the Children's Homes (England) Regulations 2015, Quality Standards, and safeguarding legislation.
- Comprehensive understanding of Ofsted inspection frameworks and regulatory requirements.
- Proven experience of providing strategic leadership, governance, and quality assurance within children's services.
- Strong knowledge of safeguarding procedures and child protection legislation.
- Ability to support, mentor, and provide constructive challenge to Registered Managers.
- Excellent leadership and decision-making skills, with the ability to drive continuous improvement.
- Strong organisational and time management skills, with the ability to manage multiple priorities.
- Experience of developing, implementing, and reviewing policies, procedures, and quality assurance systems.
- Ability to analyse performance data, audits, and compliance reports to identify areas for improvement.
- Excellent relationship-building skills with local authorities, Ofsted, external professionals, and internal teams.
- Sound knowledge of safer recruitment, staff development, and workforce planning.
- Commitment to promoting equality, diversity, inclusion, and children's rights.
- High level of integrity, professionalism, and accountability.
- Proficient in Microsoft Office and electronic care management systems.
