The Commercial Directorate sits within the Corporate Services Group and works in close partnership with policy, operational and delivery teams, to enable the department to deliver its priorities.

The directorate manages substantial third‑party spend and delivers a wide range of goods and services - from critical operational capabilities to complex, high‑value programmes that underpin the Home Offices most important work.

We are seeking motivated individuals to join us at Higher Executive Officer (HEO) level to support delivery of our commercial objectives. Whether you have existing commercial experience or strong transferable skills, this is an opportunity to develop your career within a professional commercial function, with access to structured development and recognised qualifications.

Job description

As a Commercial Assistant (HEO), you will support the delivery of procurement and contract management activity across the Home Office Commercial Directorate.

Working across the commercial lifecycle, you will contribute to procurements, support contract management, and work with stakeholders and suppliers to ensure value for money, effective risk management and delivery of operational priorities.

You will operate within established governance frameworks, building your commercial capability while supporting delivery across a diverse and complex portfolio.

Key Responsibilities

Support procurement activity
Assist in the delivery of end‑to‑end procurements in line with Home Office policy and public procurement legislation, including use of eSourcing tools.

Support contract management and supplier performance
Work with colleagues and business stakeholders to monitor contract performance, manage risks and support delivery against agreed outcomes.

Engage stakeholders and suppliers
Build effective working relationships with internal teams and suppliers, supporting clear communication and delivery of commercial activity.

Contribute to commercial planning
Support the development of sourcing plans, pipelines and category insights to improve commercial outcomes.

Deliver core commercial activity
Undertake day‑to‑day commercial tasks including market engagement, meeting coordination, tracking benefits and maintaining records.

Maintain data, reporting and compliance
Ensure accurate management information, documentation and records are maintained in line with audit and governance requirements.

Develop commercial capability
Build knowledge of commercial processes, policy and best practice, contributing to continuous improvement across the function.

Working Pattern

Due to the business requirements of this role, it is only available on a full-time basis.

Person specification

Essential Criteria

Commercial or contract-related experience
Experience supporting or contributing to procurement, contract management, supplier management, or other commercial activity, or demonstrable experience applying commercial thinking (e.g. value, cost, or supplier considerations) within a role.
Understanding of commercial delivery and value
Awareness of how organisations procure, manage suppliers, or deliver value for money, with the ability to apply this understanding in a practical context.
Organisation and delivery skills
Ability to manage multiple tasks and priorities, delivering work to deadlines with accuracy and attention to detail, particularly where governance or compliance is required.
Communication and commercial awareness
Strong written and verbal communication skills, including the ability to present information clearly and apply judgement in a commercial or delivery context.
Proactive approach and continuous improvement
Demonstrate initiative in identifying improvements, supporting efficiency, or contributing to better commercial or business outcomes.

Desirable Criteria

Experience of public sector procurement or working with frameworks (e.g. Crown Commercial Service).
Experience using digital tools or systems to support procurement, contract management or reporting.

Selection process details

This vacancy is using Success Profiles , and will assess your Behaviours, Strengths, Ability and Experience.

As part of the application process, you will first be asked to confirm your eligibility by providing some basic personal information.

After submission of this first stage, you will be invited to complete the following Civil Service Numerical test(s).

1. Online Test by Friday 14th August 2026.

If you successfully pass the Civil Service Numerical test(s), you will be invited to complete the full application form. Please complete the online test(s) as soon as possible (within 24-48 hours is recommended). If you fail to complete the online test(s) or full application before the deadline, your application will be withdrawn.

Guidance for the Civil Service test(s) will be available when you are invited to take the test(s). The online tests are accessed via the Civil Service Jobs website.

You cannot complete the tests on a mobile phone or tablet.

Following successful completion of your test/s, you will then be asked to complete the full application form.

Our online test supplier will be performing scheduled maintenance between midday to 1pm on the 9th August 2026 and 4pm to midnight. You will be unable to access tests during this period.

If you are in the middle of a test when the maintenance begins, your progress will be paused. You will be able to resume your test from where you left off via your application centre once the downtime has ended. Please note that you will not be able to launch any new tests while the system is offline.

2. Application by Friday 14th August 2026.

As part of the application process, you will be asked to complete:

CV
Personal Statement (maximum 1000 words).
Evidence of the Lead Behaviour 'Communicating and Influencing' (maximum of 250 words).

Your CV should consist of your career history, qualifications and skills/experience, including any key achievements in each role. Your CV will be scored against the experience required for the role as noted within the essential criteria.

The Personal Statement should be aligned to and demonstrate how you meet the skills and experience set out in the essential criteria, detailed in the job description.

3. Sift Tuesday 18th August 2026.

The sift will be held on the Personal Statement, CV and Lead Behaviour, as listed in the advert.

Should a high volume of applications be received, an initial sift will be conducted on the Personal Statement. Candidates who pass the initial sift will then be progressed to a full sift that will consist of all the remaining elements submitted (CV / Lead Behaviour). Candidates who fail to meet the minimum pass score for the initial sift will not have their remaining submitted elements scored and will only receive a sift score for that assessed at the initial sift.

3. Interview Wednesday 9th September 2026.

If you are successful at sift stage, you will be invited to an interview that will be Behaviours (as listed in the job advert), Strength based questions and Experience based questions. All Behaviours listed in the selection process will be scored at the interview.

The interview will take place via Teams. Candidates will be required to have access to:

A laptop (Personal or Work) with a working webcam.
Good internet connection.
Microsoft Teams.
