Full job description

Job Title: Domiciliary Care Manager – Liverpool

Location: Bemrose House, 100 Long Lane, Liverpool, L9 7BG

Salary: £34,000–£38,000 per annum (dependent on experience)

Working Hours: 37.5 hours per week

On-Call: Participation in the on call rota is required and is paid at an additional rate. (£25 a day Mon-Fri then £65 a day Sat-Sun)

Job Overview

The Domiciliary Care Manager is responsible for the overall management, leadership, and performance of the domiciliary care service, ensuring the delivery of safe, effective, person-centred care that meets the highest standards of quality and compliance.

Working closely with the Registered Managers, you will oversee the day-to-day operations of the service, ensuring regulatory compliance, excellent client outcomes, and high levels of staff performance and engagement. You will lead, support, and develop the care team while promoting a positive culture focused on dignity, respect, and outstanding care.

The successful candidate will have proven experience within domiciliary care, excellent leadership skills, and a strong understanding of CQC regulations, quality assurance, and operational management.

Key Responsibilities

Provide effective leadership and day-to-day management of the domiciliary care service.
Ensure the service operates in full compliance with CQC regulations, legislation, and company policies.
Maintain high standards of person-centred care, ensuring positive outcomes for clients.
Manage the induction, supervision, appraisal, and development of care staff and office personnel.
Promote a positive working culture that supports staff wellbeing, retention, and professional development.
Oversee care planning, risk assessments, reviews, and quality assurance processes.
Ensure all care documentation is accurate, up to date, and compliant with regulatory requirements.
Monitor service performance through audits, spot checks, client feedback, and quality monitoring.
Manage referrals, assessments, care package implementation, and service growth.
Develop positive relationships with clients, families, healthcare professionals, local authorities, and external agencies.
Ensure effective rota management to maintain safe staffing levels and continuity of care.
Investigate complaints, incidents, and safeguarding concerns appropriately, implementing lessons learned where required.
Participate in the out of hours on call rota on a rotational basis.
Ensure all staff receive appropriate mandatory training and competency assessments.
Promote continuous improvement and prepare the service for CQC inspections.
Undertake any other duties appropriate to the level of the role.

Person Specification

Essential

Proven experience managing or supervising within a domiciliary care service.
Previous experience working within domiciliary care is essential.
Excellent knowledge of CQC Fundamental Standards and relevant health and social care legislation.
Strong leadership and people management skills.
Experience managing rotas, staffing, and service delivery.
Excellent communication and interpersonal skills.
Ability to build positive relationships with clients, families, commissioners, and healthcare professionals.
Experience conducting assessments, care planning, risk assessments, and service reviews.
Strong organisational skills with the ability to manage multiple priorities.
Experience in quality assurance, audits, and continuous improvement.
Good IT skills, including Microsoft Office and electronic care planning systems.
Full UK driving licence and access to a vehicle.

Desirable

Level 5 Diploma in Leadership for Health and Social Care (or willingness to work towards).
Experience managing CQC inspections and achieving Good or Outstanding ratings.
Knowledge of local authority commissioning processes.
Medication management and safeguarding training.

Pay: £34,000.00-£38,000.00 per year
