JOB TITLE: Operations Manager

JOB GRADE: SCP 37 – 40 (£48,226 - £51,356 subject to pending local government pay claim 2026/27)

CONTRACTED HOURS: 37 hours per week, plus attendance at Operations and Planning Committee meetings and Full Council meetings as required.

RESPONSIBLE TO: Town Clerk

BASED AT: Great Malvern Cemetery / Community Hub / and as required across council sites

MAIN PURPOSE OF ROLE

To manage and coordinate the day-to-day operational services of the Council.

To provide effective operational leadership across all service areas, ensuring that the Council’s services are delivered efficiently, consistently and in accordance with Council policies, decisions and statutory requirements.

To ensure the smooth running of the Council’s operational team and to supervise all operational staff.

DUTIES AND RESPONSIBILITIES

Strategic and Advisory Responsibilities

· Act as the Town Council strategic lead on all matters relating to operational services, working alongside the Town Clerk in contributing to the formulation, development, revision, review and monitoring of Town Council’s operational strategic plans.

· To ensure the effective implementation of all Committee and Council decisions effectively and in line with agreed priorities.

· Maintain up to date knowledge of legislation, codes of practice, technical expertise and emerging best practice relevant to cemeteries, allotments, parks, leisure and recreational facilities, play areas, grounds, health and safety and environmental management.

· To study official reports and other papers that relate to the activities of the Council, to take appropriate advice from specialists where required and to advise council of any implications that arise from such studies.

· To prepare, present and respond to reports on all aspects of the Council’s operational services as required at Committee and Council meetings.

Operational Management and Service Delivery

· To oversee the day-to-day delivery of all Council services and assets ensuring safety, quality and value for money.

· To perform the duties of and be proficient in all aspects of the operational services provided by the Town Council on a daily basis.

· To lead the planning of annual and seasonal programmes and provide oversight of the implementation of these programmes including grass cutting, planting, litter collection, weed control, tree inspections, play area maintenance.

· To oversee the maintenance function to deliver repair and maintenance work to Town Council property and assets.

· To ensure that regular inspections are made of Town Council assets, are documented and action taken as required to ensure the safety of all users of Council equipment and facilities.

· To ensure that the Council’s vehicles, plant and equipment are serviced, maintained, updated and fit for purpose for the service needs.

· To act for and represent the Council as its Cemetery Manager and for the discharge of its duties at Great Malvern Cemetery. This to include the management of the cemetery, its buildings and grounds as well as overseeing burials, interments, cemetery documentation, enquiries and other associated matters.

· To investigate and report on complaints relating to any Council service or functions, acting to remedy problems and to provide feedback to councillors, members of the public and partner organisations.

Leadership and People Management

· To provide direct line management to the Council’s operational staff.

· To ensure that all staff are managed in accordance with Council policies and procedures including supervisory reviews, performance management, training and absence management.

· To oversee and review schedules of work to ensure the efficient and safe delivery of grounds maintenance operations across all service areas.

· To ensure all staff and contractors operate safely, professionally and in accordance with Council policies and health and safety requirements.

· To work alongside the Town Clerk in managing disciplinary, grievance and performance matters in line with the Council’s adopted policies.

· To work alongside the Town Clerk in the recruitment of and development of operational staff, ensuring that training needs are identified, delivered and recorded.

Financial and Administrative Management

· To manage operational budgets and resources in line with approved Council delegations.

· To work alongside the Town Clerk and RFO in budget preparation, monitoring, forecasting and financial reporting.

· To develop the annual asset renewal and refurbishment programme for all Council property, assets, plant, equipment and vehicles and to work with the Town Clerk to include these in the annual budget proposals.

· To work with the Town Clerk and RFO to develop, deliver and manage capital improvement projects and to monitor all revenue and capital budgets ensuring compliance with Financial Regulations.

· To take a lead role in procurement activities including the preparation of tender documents, contract management and monitoring in accordance with Council policy and Financial Regulations.

· To ensure that resources, assets and contracts are used and managed efficiently and represent value for money.

· To assist in the preparation of the agenda and reports for Operations and Planning Committee and any other sub-committees or working parties as may be required from time to time and under the direction of the Town Clerk.

Health and Safety

· To act as the Council’s designated Health and Safety Officer, taking the lead role in establishing, maintaining, implementing and reviewing the effectiveness of the Council’s Health and Safety and Environmental procedures and ensuring that activities are undertaken in compliance with current legislation and Council procedures.

· To implement, develop and review risk assessments and safe systems of work for all operational services and activities.

· Ensure the effective use and maintenance of PPE, equipment and vehicles.

Training and Development

· To attend relevant training courses and conferences.

General

· To work alongside the Town Clerk and Deputy Clerk to ensure that the Council is adequately insured and that a record is made of all insurance claims raised and settled.

· To work alongside the Town Clerk and Deputy Town Clerk to oversee the organisation, planning and running of Town Council events.

· To develop and maintain effective working relationships with councillors, staff and other local organisations.

· To represent the Council at meetings concerning matters which affect directly or indirectly the work of the Town Council.

· To familiarise themselves with all aspects of Council business so that they can act as a first line of contact with the public, councillors and others.

· To comply with all Council policies and procedures and always maintain strict confidentiality.

· To act as a point of contact for out-of-hours Council-related emergency matters where necessary.

· To work flexibly including some evening and weekend work as reasonably required in support of council events and activities.

Pay: £48,226.00-£51,356.00 per year
