Full job description

The Operations Manager – Specialist Capabilities is primarily responsible for the operational leadership and delivery of the Specialist Paramedic - Critical Care function to NEAS. This role will supervise how SP-CC care is delivered, ensuring optimal effectiveness is achieved. It will require provision of support to the staff, aligning activities to compliance with national standards (e.g. Trauma Networks, CQC, EPRR Core Standards, CRMI), management of operational readiness, and ensure continuous improvement in specialist capability planning and response.

EPRR 'specialist capabilities' encompasses SP-CC and HART functions, the post holder will also provide support to HART service delivery. They will deputise for the HART & Resilience Manager when required and maintain command function requirements (NILO/Tactical Advisor).

1. Leadership & Operational Oversight

Lead EPRR operational delivery, ensuring integration with Trust-wide emergency response.
Maintain high levels of operational readiness across SP-CC and HART.
Provide visible leadership, support and mentorship to operational staff.
Deputise for the HART & Resilience Manager as required.

2. Strategic Planning & Compliance

Ensure compliance with ECU Core Standards, Civil Contingencies Act, and CQC requirements.
Develop and maintain emergency plans, SOPs, and business continuity arrangements.
Lead audits, evaluations, and reporting on Specialist Capability performance and resources.

3. Training & Development

Support the development and delivery of training plans and competency frameworks.
Oversee induction, CPD, and specialist training for EPRR staff.
Ensure staff maintain statutory and mandatory training compliance.

From 01/04/25 If your role needs a DBS you'll be subject to salary deduction totaling £49.50, spread over first and second pay.

Incident Response & Tactical Support

Maintain NILO/Tactical Advisor accreditation and participate in the on-call rota.
Respond to major incidents, providing leadership and clinical input.
Support staff welfare post-incident and manage sensitive situations with compassion.

5. Governance & Risk Management

Conduct investigations, manage absence and disciplinary processes in line with Trust policy.
Maintain accurate records, decision logs, and performance data.
Ensure safeguarding responsibilities are met for both children and adults.

6. Resource & Financial Management

Authorised signatory for timesheets and expenses.
Review fleet availability, equipment, and stores to maintain operational readiness.
Contribute to cost analysis and identify efficiencies.
