Job title: Critical Third Parties Oversight Manager
Division: Supervision, Policy and Competition
Department: Critical Third Parties

Salary: National (Edinburgh and Leeds) ranging from £67,100 to £100,000 and London £79,300 to £120,000 per annum (Salary offered will be based on skills and experience)

About the FCA and team

We regulate financial services firms in the UK, to keep financial markets fair, thriving and effective. By joining us, you’ll play a key part in protecting consumers, driving economic growth, and shaping the future of UK finance services.

SPC oversees firms and individuals (supervision), creates and reviews the rules by which they operate (policy) and identifies and remedies ineffective competition in markets (competition). Under FSMA 2023, the FCA has taken on joint responsibility with PRA and the Bank of England for overseeing the operational resilience of CTPs. This is an extremely high profile area of work that is central to the FCA’s work to instil trust in financial services and minimise the impact of operational disruptions on the financial services industry.

Role responsibilities

Provide leadership to a team of FCA supervisors and operational resilience specialists in delivering the regulators’ joint oversight approach to Critical Third Parties and the services they provide to the FS sector
Lead meetings with senior executives from CTPs on the resilience of their services
Play a key role in the Technology, Resilience and Cyber Department’s leadership team, contributing to the delivery of the departmental strategy as we deliver on the FCA's agenda to protect consumers and markets from harm
Work closely with a range of external stakeholders, including across HM Treasury, the Bank of England, PRA and National Cyber Security Centre and international regulators, on issues to do with systemic risk
During live incidents affecting a firm, CTP or sector, be on call to respond out of hours and provide specialist input to the FCA's response

Skills required

Minimum:

Demonstrable people management skills, evidence of coaching, motivating and leading a diverse team of people
Prior experience of developing and delivering strategies to mitigate the risk of harm posed by firms’ business models and culture
Prior extensive qualitative and quantitative analytical experience

Essential:

Good stakeholder management skills – ability to build effective relationships with internal and external stakeholders
Good communication skills, both written and oral (ability to convey complex issues in a coherent and compelling way, including for communicating technical issues to non-technical audiences)
Exceptionally good judgement, supported by highly developed reasoning skills and high levels of diligence; can demonstrate making challenging, risk-based choices in a complex and changing landscape
Highly organised and experienced in managing a range of work across multiple firms/CTPs at the same time, prioritising appropriately and escalating where necessary
Experience in dealing with contentious issues, taking decisive action and delivering difficult messages
An ability to get up to speed on new issues quickly and innovative thinking for how to deal with new complex problems most effectively
Significant experience working with either financial services firms, large third party providers (e.g. cloud service providers), across regulators and/or government departments
