Job Title: Intelligence Officer

About the Role
We are looking for an Intelligence Officer to support Fraud Investigation Officers and the wider authority by delivering intelligence-led insight that strengthens both proactive and reactive counter-fraud activity. This is an important role within the Council’s counter-fraud function, helping to identify fraud risk, develop intelligence, support investigations and inform preventative controls.

You will apply the intelligence cycle to complex and sensitive information from a range of internal and external sources, using professional judgement to assess reliability, risk and proportionality. Your work will include undertaking intelligence-led enquiries, analysing information, producing intelligence products and management information, and ensuring that actions are recorded to an evidential standard using the Fraud Management System and related databases.

Working closely with internal services and external partners, including enforcement and regulatory bodies, you will help ensure intelligence is obtained, assessed, shared and retained lawfully. You will also support the triage of fraud referrals, identify lines of enquiry, highlight evidential risks or gaps, and provide insight that informs tasking, operational decisions and future proactive work.

About the Person
We are looking for someone who can demonstrate:

Experience of handling, assessing or researching information from a range of sources, ideally within a fraud, investigation, intelligence, audit, compliance, regulatory or enforcement environment.
Strong analytical skills, with the ability to identify patterns, links, risks and vulnerabilities, and to explain findings clearly and proportionately.
Excellent attention to detail and the ability to maintain accurate, complete and auditable records to support evidential standards and management oversight.
A practical understanding of information governance, confidentiality, data protection and secure information sharing, with awareness of relevant legal and ethical considerations.
The confidence to work with internal colleagues and external partners, obtaining, validating and sharing intelligence lawfully and professionally.
Good written communication skills, including the ability to produce concise intelligence products, reports and management information for different audiences.
Sound judgement, resilience and integrity when handling complex or sensitive information, competing priorities and time-critical referrals.
Good IT skills, including the ability to use case management systems, databases and Microsoft Office applications. Experience of fraud management systems or analytical tools would be an advantage.

Reigate and Banstead Borough Council is part of the government’s plans for Local Government Reorganisation (LGR) scheduled to take place in April 2027. This means the current two-tier system, where services are split between Surrey County Council and district and borough councils like Reigate, will be replaced with two unitary councils made up of East and West Surrey, which will handle all local services. Reigate and Banstead Borough Council will form part of the new East Surrey unitary authority.

Although this may lead to some uncertainty for anyone considering a role with us, this process will take some time and during that time we still need to provide services. When local government is reorganised, most staff will transfer to the new council(s) which may offer additional opportunities for career development and variety as part of a larger organisation.
