Job description

Join the Site Transformation and Rationalisation team and play a key role in delivering successful business change across DVSA. Working with managers, colleagues, and stakeholders, youll help introduce new ways of working that improve business outcomes and support organisational priorities. Youll provide guidance throughout the change journey, ensuring changes are effectively implemented, adopted, and embedded. This is an exciting opportunity to influence transformation, build strong relationships, and help deliver the successful transition of change initiatives arising from spending review commitments.

Your responsibilities will include, but arent limited to:

Create and manage a change plan.
Regular face to face engagement with staff impacted by the change.
Work in partnership with key stakeholders to identify issues that need to be addressed to ensure successful delivery of change.
Coach managers to lead and manage the change agenda by improving the people capabilities of their teams.
Identify any resistant to change and people related business issues and propose solutions to deliver the cultural changes.
Maintain the development and engagement strategy with the employees affected by the change.
Key stakeholder engagement with HR, Health and Safety and TUS representatives to deliver optimum solutions for the staff impacted by the change.
Work in collaboration with other managers across all functions for the good of DVSA and to create a high performing and well-respected Agency.

You can be based at any of the above locations, however if your chosen location is Yeading/Uxbridge please note:

This role is being advertised in Uxbridge, however the contractual base will be Yeading.

While estates work is being carried out in Yeading all posts are being temporarily based at Uxbridge. Successful applicants will start with us at our Uxbridge location.

Please be aware that all employees will be required to work from the Yeading site once it reopens in 2028.

Employees based at Uxbridge will receive a London Weighting allowance of £4,000. This allowance will continue when the location moves to Yeading.

Person specification

To be successful in this role you will need to have the following experience:

Experience supporting and implementing change initiatives, applying change management principles to deliver successful outcomes across projects and business areas.
Strong stakeholder engagement and communication skills, with experience gaining buy-in, developing internal communications, and managing resistance to change.
Ability to support organisational transformation, helping teams adapt to change, delivering benefits, and contributing to projects that impact multiple business functions while aligning with DVSA's objectives.

Additional Information

This post is offered on a Fixed Term Appointment (FTA) basis to complete a finite piece of work.

For permanent Civil Servants, this role is only available on loan, so you must have your home departments approval to return to them at the end of the loan before you apply. There is no opportunity for a permanent Civil Servant to take on this role as a fixed term appointment. OGD applicants will be appointed on an inward loan and subject to the terms of the agreed inward loan. Internal candidates will return to their previous post at the end of the loan period, which will need to be agreed with your line manager in advance.

If you're employed by a non-departmental public body (NDPB) by moving jobs this will involve a change of employer and you may break the statutory rules on continuity of employment.

There could be the potential of extension up to 2 years or permanency, subject to the role being available (and for those coming across on loan, your home departments agreement)

Working hours, office attendance and travel requirements

Full time roles consist of 37 hours per week.

Whilst we welcome applications from those looking to work with us on a part time basis, there is a business requirement for the successful candidate to be able to work at least 30 hours per week.

This role is suitable for hybrid working, which is a non-contractual arrangement where a combination of workplace and home-based working can be accommodated subject to business requirements.

The expectation at present is a minimum of 60% of your working time a month will be spent at either your designated workplace (one of the locations cited in the advert) or, when required for business reasons, in another office/work location/visiting stakeholders. Your designated workplace will be your contractual place of work. There may be occasions where you are required to attend above the minimum expectation.

Occasional travel to other offices will be required, which may involve overnight stays.
