Job Summary
We are seeking a detail-oriented and proactive Wayleave Officer to join our team. The successful candidate will be responsible for managing and coordinating wayleave agreements, ensuring compliance with legal and organisational standards. This role offers an excellent opportunity for individuals with strong organisational skills and effective communication abilities to contribute to infrastructure development projects. The Wayleave Officer will work closely with internal teams and external stakeholders to facilitate smooth project execution while maintaining high standards of professionalism and efficiency.

Responsibilities

Negotiate and secure wayleave agreements and permissions for fibre network build, installation, and maintenance works.
Liaise with private landowners, landlords, housing associations, local authorities, and managing agents to obtain access rights for telecom infrastructure.
Support fibre rollout programmes by ensuring agreements are in place to meet build deadlines and project milestones.
Review network build plans with internal delivery, design, and planning teams to identify land access requirements.
Maintain accurate records of all wayleave agreements, licences, payments, and correspondence using internal systems and databases.
Manage renewals, variations, and terminations of existing agreements in line with operational requirements.
Resolve access issues and disputes with landowners, escalating where necessary to legal or senior management teams.
Conduct desktop investigations to identify land ownership using mapping tools, title registers, and GIS systems.
Ensure compliance with relevant telecoms regulations, land law, and company policies.
Support cost control by negotiating fair and consistent compensation rates and standardising agreement terms where possible.
Provide regular updates and reporting on wayleave status, risks, and programme impact.

What Good Looks Like

Proven experience in a similar role involving land access, permissions, or rights-of-way management is desirable.
Understanding of fibre networks, telecoms infrastructure rollout, or street works processes (highly desirable).
Strong negotiation skills with the ability to engage confidently with landowners and stakeholders.
Excellent written and verbal communication skills.
Ability to interpret maps, network designs, and land registry information.
Familiarity with GIS systems or digital mapping tools used in telecoms deployment.
Proficiency in Microsoft Office suite (Word, Excel, Outlook) is required; experience with database/CRM systems is advantageous.
Demonstrated organisational skills with the ability to manage multiple tasks simultaneously while maintaining attention to detail.

Qualifications and Training

GCSEs (or equivalent) including English and Maths (essential).
Degree or qualification in property, geography, surveying, law, or related discipline (desirable).
Experience in telecoms infrastructure, utilities, or fibre broadband rollout (strong advantage).
