We are seeking an experienced and passionate Strategic Engagement & Partnership Lead whowilllead the strategic engagement, communications, and partnership activity for our West Midlands region services, with a particular focus on Healthy Lifestyles Warwickshire, working closely with the Operational Lead and supporting in strategic oversight of Healthy Lifestyles Coventry and any other West Midland Services.
This role will drive the expansion of both service reach and ICE’s broader behaviour change opportunities through a “land and expand” approach. You will optimise engagement across both strategic and grassroots stakeholders, strengthening relationships and identifying new opportunities for growth.
You will be accountable for ensuring high-quality, evidence-based delivery across all programmes, as well as overall contract performance, engagement and communications planning, and regional service growth.
This role will work collaboratively with the Operational Lead, service teams, and engagement team, you will strategically develop and manage external partnerships to expand our work, with a focus on reducing health inequalities, improving population health outcomes, and supporting wider organisational growth ambitions.
This role needs you to have the ability to travel independently across Warwickshire and West Midlands area where required and so you will need to be able to drive and own a car as the role involves work in various community settings. You will also be required to travel to the Coventry office from time to time for training and team meetings.
The role will be expected to support evening and weekend events/activities, with advanced planning and notice.
A DBS is required for the role which the company will pay for.
Salary Range: £35,000 - £40,000 per annum.

Key elements of the day-to-day role:
Strategic Engagement, Communications & Growth
- Lead strategic engagement planning across the region, identifying opportunities for ICE growth and partnership development in line with ICE’s mission, values, and public health priorities.
- Set the strategic direction for operational engagement and outreach, ensuring the team delivers against ICE’s outcomes and targets, agreed through 3, 6 and 12 month rolling target plans.
- Develop robust engagement plans, targets and objectives for the Engagement Lead and measure these through monthly reviews.
- Represent ICE at key strategic forums, health boards, and community networks to promote the service and foster system-wide collaboration.
- Proactively identify and pursue new opportunities, including tenders, digital innovation, and private sector partnerships, to expand ICE’s footprint.
- Develop and sustain strong relationships with stakeholders across the NHS, local authorities, voluntary sector, businesses, and community leaders.
- Champion engagement in underserved communities and priority groups, driving efforts to reduce health inequalities and improve access.
- Oversee marketing and promotional activity, working with engagement and marcomms teams to ensure the service is visible, accessible, and well-positioned across the region.
- Ensure a consistent marketing presence in key locations such as GP surgeries, hospitals, community hubs, and digital platforms.
- Act as a key ambassador for ICE, representing the service with professionalism and enthusiasm to all stakeholders.
- Collaborate with the wider ICE engagement team to support organisation-wide campaigns, strategies, and growth initiatives.
- Own all service engagement planning and reporting, ensuring strong articulation both written and verbal of service strategy, activities, deliverables and outcomes.
Service Accountability, Operational Performance & Leadership
- Work closely with the Operational Lead to ensure delivery, building relationships and ensuring alignment with commissioner requirements and ICE KPIs.
- Provide strong leadership to the service team and wider ICE to optimise engagement activity informed by service data and PBRs.
- Work collaboratively with ICE growth and engagement leads to learn, share and develop local/regional planning and approaches.
- Oversee communications and marketing needs for the service, working close with ICE’s communications & engagement teams.
- Be across all service performance management, including real-time reporting, budget oversight, and quality assurance, led by the Operational Lead for the service.
- Ensure strong leadership, performance management, delivery of KPIs, continuous improvement, and professional development.
- Ensure robust data collection, analysis, and reporting is used to inform decision-making and demonstrate impact.
Governance, Compliance & Ways of Working
- Act at all times within organisational policies, procedures and financial regulations.
- Observe and comply with Health & Safety obligations and support equal opportunities in service provision and employment practices.
- Comply with information governance (and clinical governance where applicable) and maintain high standards of professional integrity.
- Support evening/weekend events/activities as required, with appropriate planning and notice, taking time off in lieu as agreed.
- Undertake any other duties commensurate with the role and consistent with the running and development of the service.
Essential existing skills/experience:
- You will live in the Warwickshire area.
- Proven experience in leading regional engagement strategies, with the ability to align operational delivery with organisational goals and public health priorities.
- Demonstrated ability to build and maintain effective relationships with a wide range of stakeholders, including NHS bodies, local authorities, voluntary sector organisations, businesses, and community leaders.
- Experience in identifying and pursuing new business opportunities, including tenders, digital solutions, and partnership models to expand service reach.
- Strong understanding of marketing principles, with experience in leading campaigns and promotional activity across physical and digital platforms to increase service visibility and uptake.
- A track record of engaging with diverse and underserved communities, with a focus on reducing health inequalities and improving access to services.
- Confident in representing services at strategic forums and networks, with the ability to influence system-wide collaboration and policy direction.
- Experience in setting direction for operational teams, providing leadership and accountability for performance against targets and outcomes.
- Excellent communication and presentation skills; able to influence, negotiate and build rapport with diverse audiences.
- Strong organisational skills and ability to prioritise competing workloads; proactive and solutions focused.
- Confident using Microsoft 365 and data/CRM systems; able to analyse and report performance and engagement activity.
- Commitment to equality, diversity and inclusion, and an understanding of barriers to access faced by different communities.
- IT literate and able to confidently use online methods of communication. You will also need to have a good eye for detail, and you will be accurate with data input and reporting.
Desirable skills/experience:
- Experience of service development, innovation and/or building referral pathways across a system.
- Experience producing reports for commissioners/funders, including qualitative and quantitative impact evidence.
Full training for all roles will be provided along with a programme of continued professional development.
