Job Overview

We are seeking a proactive and detail-oriented Reactive and Disrepair Surveyor to join our dynamic team. In this vital role, you will provide a professional and personable surveying service to ensure the effective inspection, specification, management and monitoring of responsive repairs, planned maintenance and adaptations across the Association's housing stock. You will pay a key role in ensuring homes are safe, compliant and fit for its customers, supporting compliance with statutory and regulatory obligations including the Housing Heath and Safety Rating System (HHSRS) and Awaab's Law.

This position offers an exciting opportunity to make a tangible impact on property maintenance and management through thorough analysis and decisive action.

Key Responsibilities

Repairs and Maintenance

Undertake pre-and post-inspections of responsive, urgent and emergency repairs to ensure works are appropriate, proportionate, completed to standard and deliver value for money
Specify supervise and sign off works undertaken by direct labour operatives and external contractors in occupied and void properties.
Identify and arrange recharge to outgoing residents where appropriate and in line with policy.

Compliance, HHSRS and Awaab's Law

Identify, assess and document hazards in line with HHSRS, ensuring appropriate remedial action is specified, prioritised and evidenced.
Support compliance with Awaab's Law, including: timely inspection and escalation of damp and mould cases, clear specification of remedial works, accurate record-keeping to evidence compliance with statutory timescales.
Work collaboratively with colleagues to ensure risks affecting resident health and safety are appropriately managed and monitored.
Escalate serious or imminent risks in accordance with agreed procedures.

Stock Condition and Asset Information

Undertake stock condition surveys in line with agreed programmes and methodologies.
Accurately record component data, condition ratings and lifecycle information to support asset management and investment planning.
Contribute to maintaining accurate property and compliance records within housing and asset management systems.

Adaptations and Technical Support

Assess referrals for aids and adaptations (including OT referrals).
Prepare specifications, obtain quotations, supervise works and inspect on completion.
Provide technical advice and guidance to colleagues and residents on repairs, alterations and maintenance issues.

Contractor and Financial Management

Monitor contractor performance, quality and compliance with specifications.
Check, authorise expenditure within agreed budgets, identifying risks and variances.

Assist in the preparation of reports,performance information and budgets as required.

Records, Reporting and Governance

Maintain accurate timely and auditable records of inspections, decisions and actions.
Contribute to internal reporting, audits, regulator engagement and service improvement activity.
Work in line with policies, procedures and the Association's values.

General

Promote equality, diversity and inclusion in service delivery.
Engage positively with residents to support excellent customer experience.
Carry out any other duties reasonably commensurate with the role.

Are you the right candidate?

It is essential you have:

Experience of working in the social housing sector.
Relevant qualification to technician level or equivalent experience (e.g. ONC/HNC in Building, Construction or Surveying.
Proven ability to inspect, survey and assess residential properties and specify appropriate remedial works.
Practical understanding of HH|SRS and risk-based decision-making in occupied homes.
Experience managing responsive repairs and contractor delivered works.
Ability to manage multiple workloads, priorities and deadlines.
Strong written skills, including producing clear specifications, reports and residents
IT literate, with experience using housing or asset management systems.
Ability to communicate technical issues clearly to non-technical colleagues and residents.
Knowledge of relevant legislation and compliance requirements, including: Health and Safety, Gas and Electrical Safety, Damp, Mould and housing conditions.
Strong organisational skills, attention to detail and evidence-based approach.

It is desirable you have:

Experience of stock condition surveying and lifecycle data collection.
Knowledge of Awaab's Law and emerging regulatory expectations.
Membership of, or working towards membership of a relevant professional body (e.g. CIOB, RICS)
Experience working with Direct Labour Operatives.
Knowledge of inclusive design, accessibility standards and adaptations.
Experience of monitoring budgets and authorising payments.
