Days and Hours of Work:
Monday - Friday
Day of work are negotiable, flexi time is applicable, and starting and finishing times are flexible.

As a Change Manager at East Lothian Council you’ll help transform how local services work—improving lives, supporting communities, and making public services smarter, faster, and more inclusive.

From digital upgrades to fresh ways of working, you’ll be at the heart of change that people actually benefit from.

Working on projects that improve services people rely on every day
Helping teams adapt to new ideas, systems, and ways of working
Engaging with a wide mix of people—from frontline employees to senior leaders
Turning complex problems into practical solutions
Making sure change sticks (not just on paper)

You don’t need a background in local government but will have experience of implementing change management within organisation wide projects ideally using PROSCI Change Management methodology.

We are a relatively small council with circa 5000 employees. That means you can make an impact quickly. You will enjoy working collaboratively with a very diverse range of service groups, be autonomous and persistent in achieving outcomes. You will have a lot of scope to bring in your own ideas and will be expected to use your own initiative with minimal supervision. Influencing, and managing challenging situations are important skills in this role as is the ability to communicate with employees at all levels.

This post can be undertaken on a home working basis. You would be expected to travel to internal customer/team meetings or events as required.

Home / Hybrid Working Consideration

Please Note:
All home/hybrid workers must live in the UK. Where an application for home-working is supported, it will be subject to a satisfactory trial period. Employees will be expected to attend Council offices for the duration of induction, and be on site in East Lothian workplaces, as required. Employees with a hybrid working arrangement in place will be office based and able to work from home, with permission, on an ad hoc basis.

Job Details

To lead Change Management methodology/approach, processes, learning/training, and tools on Transformation projects that impact business processes, systems, and technologies within the Council.

Responsible for tailoring change deliverables to meet the size, scale, and scope of the change, focusing on the individual change transition, whilst engaging sponsors and project managers in the Change management methodology/approach to demonstrate change success.

This will involve the development and embedding of a robust Change Management framework to support project and programme managers.

Lead organisational development projects related to workforce planning and embedding ELC leadership behaviours.

Job Requirements

Relevant Qualifications
Degree level qualification or equivalent in a relevant field including business, sciences, social science, health or able to demonstrate equivalent knowledge, skills and competencies gained through relevant experience.

Driving Licence
A full current driving licence is desirable for this post.
