To improve the quality of services by taking overall responsibility for Home’s leadership where a service is currently without permanent management, this will be as the interim Registered Manager when and where necessary.
Required to manage people and resources to ensure high quality standards of care and service are delivered to regulatory, contractual and company standards.
Additionally, to provide defined operational support and management to existing site leadership where additional support may be required to drive quality, business development and financial viability in both existing provisions and new services.
To be the Ofsted registered Responsible Individual for all designated Homes and act on behalf of the organisation to ensure that the Homes meet relevant requirements set out in legislation
To provide effective leadership and management of Jamores Care’s residential services for children and young people. To ensure a high standard of consistent care and service in accordance with legislation, central government guidance, regulations and standards, and the policies and procedures of Jamores Care.
Ensure young people receive excellent levels of emotional and physical care, within a home that offers a safe, nurturing and comfortable environment with a staff team that is supportive, and enabling, providing opportunities and experiences to instil positive values and reaffirm the importance of children enjoying a childhood.
To provide a lead in the decisions and management of placements within the Residential provision and to liaise with partners in formulating jointly agreed plans to ensure a coordinated approach to services for children and young people.
To lead and manage both employees and resources to ensure high standards of service are achieved within the home, exceeding regulatory standards.
To manage the budget of the home and ensure the business remains viable and to meet and exceed the key performance indicators for people, quality and performance.

Main Responsibilities and Key result areas
1. Develop and establish provision for care, accommodation and support through working with existing partners and building links with other partners and agencies as appropriate.
2. A strong commitment to the safeguarding, including Health & Safety, for all young people and staff in the services.
3. Liaise with the Referrals and Admissions team to ensure the effective management of resource allocation within the context of placement matching, and placement stability, and to support corporate parenting.
4. Provide a comprehensive placement service through managing admissions to residential establishments in partnership with all Local Authorities and other agencies
5. To monitor care plans and placement plans, activities and community involvement, and provide oversight of individual care planning for all young people looked after all Homes designated to you.
6. Implement quality assurance practices to monitor and evaluate standards of the individual and of the team performance, to support the company to achieve its objective to continuously improve upon quality.
7. Be responsible for reporting regularly on each designated residential Home to ensure that it fulfils its Statement of Purpose and function and is run in accordance with statute and Jamores Care’s policies, guidelines and instructions.
8. Ensure compliance with the Children's Homes Regulations 2001 (amended 2011 and 2014) and National Minimum Standards, including the monitoring of Regulation 44 and Regulation 45 inspections.
9. Ensure the children's Homes are fully prepared and ready for regular Ofsted inspections.
10. To provide regular formal and informal supervision and management of managers, encouraging professional development, completing and identifying training and staff development needs to ensure objectives are met.
11. To provide effective leadership, management support and guidance to operational Registered Managers in the development of the Children's Homes.
12. Manage and prioritise resources in the Children’s Homes, including approval of rotas and hours used; authorisation of overtime, provision of relief and agency cover and other establishment costs; staffing, financial management, administrative matters, standards of accommodation, fire precautions and staff Learning and Development and training.
13. To ensure financial budgets ensure compliance with the Children’s Homes regulations 2001 (amended 2011/14) National Minimum Standards and Ofsted’s inspection frameworks.
14. Ensure young people in the Children’s Homes are effectively safeguarded.
15. Promote a high standard of professional practice through personal example; encouraging appropriate professional training & development by managing a comprehensive programme of Performance Management and formulating specific Learning and Development Plans for each Registered Manager.
16. Provide support to existing Home Managers in day to day operations ensuring that the service meets the organisational requirements for quality management, health and safety, legal and regulatory requirements, environmental policies and general duty of care
17. Ensure that electronic and paper administration systems are current and appropriate, that recorded information is accurate, and that timely data is provided by Registered Managers.
18. Promote and maintain a healthy and safe environment for all residential staff.
19. Appoint/assist in appointing staff, ensuring the proper application of Jamores Care recruitment and selection procedures and manage and oversee the Induction, Discipline, Capability and Grievance procedures.
20. Contribute to, and/or participate in, projects and initiatives associated with the functions of both their own area of service delivery and others as required.
21. To ensure that young people’s needs are met through a strong emphasis on communication and participation.
22. Ensure that all young people’s documentation and records are maintained to a high standard in a timely manner, and that education and a programme of meaningful activities is available to all young people. Implement appropriate systems to ensure compliance with requirements.
23. Rapid improvement of quality within assigned homes with sustainability planning for long term.
24. Prepare detailed reports for Statutory and Case Reviews to a consistently high standard
25. To participate in meetings and training events as required by line managers and Directors.
Children’s Outcomes
· Ensure that the care, education, and well-being of the young people is maintained at the highest level at all times.
· Promote the Practice of working in partnership with our young people, their families and other professional agencies involved in the care of the individual.
· Arrange admissions of young people to the home in line with Company policy and procedure.
· Ensure that all transitions for young people are well planned and communicated.
· Encourage communication and interaction within the home in order to broaden life and stimulate interests.
· Ensure that all young people receive appropriate medical, dental and other ancillary care in line with care plans.
· Encourage, stimulate and participate in social activities for the benefit of the young people.
· Meet with Social Workers to develop, review and act upon individual care plans.
· Liaison with young person’s family as appropriate.

· Ensure that all employees within the home understand their role, so that they are able to undertake their duties and responsibilities to a consistently high standard in the normal course of their duties.

· The role holder will be dual managed by the Director of Quality and the Operations Director while on an assignment.·
Knowledge / Education / Skills
· A sound working knowledge of the statutory requirements associated with the residential care of young people. This will include Children’s’ Homes Regulations, Health and Safety legislation etc.
· A management qualification of at least or equivalent to Level 5 Diploma in Health and Social care for Children and Young people. The role holder must have completed the full registration process and declared fit by OFSTED for each assignment to a home
· Proven people management skills within a residential setting, including motivating, directing, delegating.
· Proven organisational and financial management skills.
Experience
· Well established stakeholder relationships with a proven track record of running successful children’s residential care services and influencing change.
· A strong background of successful residential children’s home management is essential, preferably with knowledge of Ofsted requirements, working in challenging environments and leading excellence in care.
· Turnaround experience in children’s homes and a successful problem solver.
· Achieved Good or Outstanding judgements in previous settings under their leadership.
· Understanding and experience of working with young people with SEN
Communication
The post-holder is required to have a clear and positive communication style both verbally and non-verbally; they will be required to provide professional written and verbal information in a succinct manner and in a way that is understood by those that they are communicating with.
A commitment to timely, transparent, accurate, reporting and communication is required in order to effectively problem solve.
Information
Shared responsibility for the confidentiality, security and accuracy of records, data and information. Ensuring good quality documentation, which meets the regulatory and statutory requirements.
Working Environment
The role will require you to be working in different locations based at an assigned home full time for an undefined period.
Postholders will therefore need to be flexible.
Within our homes, the educational and social challenges experienced by children may, at times, give rise to unusual or anti-social behaviour which can be very emotionally and physically demanding.

The post holder will be expected to continuously develop in their role. It is in the nature of the work of Jamores Care that tasks and responsibilities are in many circumstances unpredictable and varied. All staff are, therefore, expected to work in a flexible way when the occasion arises that tasks which are not specifically covered in their job description have to be undertaken but which will be within their level of responsibility. These additional duties will normally be to cover unforeseen circumstances or changes in work and they will normally be compatible with the regular type of work. If the additional responsibility or task becomes a regular or frequent part of the staff member’s job, it will be included in the job description in consultation with the member of staff. The post holder will be expected to continually develop in her/his role.
