River Administration Clerk

Job Specification

1. Introduction

The Dee District Salmon Fishery Board (the ‘Fishery Board’) is the statutory, non-governmental body tasked with protecting and enhancing stocks of salmon and sea trout across the District. The District incorporates the catchment areas of the Rivers Dee, Cowie and Carron in Aberdeenshire. The Fishery Board is responsible for collecting an assessment from the 90 fisheries within its District and must operate within the Salmon & Freshwater Fisheries Act (2003) and subsequent legislation.

This Fishery Board has been recognised as being at the forefront of fisheries management in Scotland with an established track record in innovative conservation and restoration policies. It works closely with The River Dee Trust (the ‘Trust’), a charitable body which provides scientific advice to guide river management and restoration, and education to the wider community throughout the District.

The combined Trust and Fishery Board staff team are based at the River Office in Dinnet and throughout the river catchment. The number and variety of projects and activities delivered by this team generates substantial accounting and administration work to create a busy and productive role delivered in a rural setting.

2. Reporting

The River Administration Clerk will report to the River Administration Manager. The River Administration Manager reports to the River Director. The River Director has overall responsibility for the activities of the Fishery Board and the Trust.

3. Responsibility & Duties

The general responsibilities of the River Administration Clerk are to support the regulatory duties, financial reporting and administrative requirements of the Fishery Board.

The River Administration Clerk will also provide support to a third organisation, the Don District Salmon Fishery Board, for which administration is provided as a contracted service through the Dee Fishery Board.

Key responsibilities include:

Issue and collection of Assessments.
Support statutory reporting requirements of the Fishery Board.
Keep financial records of the activities of the Fishery Boards and Trust.
Provide secretarial services to the Fishery Boards and Trust.
General office administrative support duties such as filing, maintaining inventories and office supplies, record-keeping and updating databases.
Respond to public and member enquiries.
Assist with the organisation of meetings and events.
Ensure equipment is kept in good working order and report any deficiencies to the Office Manager.
Undertaking duties necessary to fulfil the remit of the Fishery Board.

4. Skills and Background

The postholder will be provided with on-the-job learning about the financial and administrative needs of the Fishery Board and Trust, which have various income streams and activities. The postholder will also learn about, and be involved with, ensuring any statutory requirements for Fishery Boards are met, ranging from the calculation and collection of financial assessments, legal frameworks, holding of meetings and elections, and formal reporting. There is also an element of ensuring the River Office is appropriately supplied to enable other staff to carry out their duties.

Formal qualifications are not essential as training will be given to complete the required duties successfully and in a timely manner.

The following qualities are essential:

Conscientious and have attention to detail
Basic spreadsheet skills, e.g. Microsoft excel
Keen to learn and develop within the role
Demonstrated ability to organise own work
Friendly and helpful manner
Ability and willingness to deal with members of the public and stakeholders

The following qualities are desirable:

Experience of record-keeping
Basic bookkeeping principles
Familiarity with bookkeeping software

5. Hours and Place of Work

The Fishery Board operates a 40-hour working week. The place of work will be the River Office, Mill of Dinnet, with hybrid working supported after an initial training period. The postholder may be required to travel throughout the District as required to carry out their duties and attendance at meetings outside of working hours may occasionally be required.

6. Remuneration and Benefits

The salary for the post will be £27,000 per annum for a 40-hour working week, rising to £28,000 after a 6-month successful probationary period, and this is reviewable in April of each year.

A pension scheme is offered, and 6% contributions are matched by the employer. A vehicle will be provided for work duties.

7. Terms of Employment

The terms of employment will be specified in an accompanying contract and staff handbook. Due to the nature of our work we may need to run a criminal record check. The Fishery Board also operates continuous professional development and will help support the career development of the postholder.
