Job Description

To support the Service Manager in delivering a prevention focussed strategy for the effective enforcement of relevant legislation and Council priorities, contributing to the protection of the health, safety, and wellbeing of residents across Moray.

The postholder will provide specialist knowledge, leadership, and operational management in the enforcement of consumer protection legislation, with a strong emphasis on community safety, public protection, and safeguarding vulnerable individuals. This includes tackling rogue trading, illegal sales, and the supply of unsafe goods, ensuring fair trading practices and consumer confidence.

The role also includes fulfilling the statutory duties of Chief Trading Standards Officer and Weights and Measures Inspector.

The role requires a proactive, risk-based, and intelligence-led approach, balancing enforcement with education and partnership working to achieve positive outcomes for communities and consumers.

Considerable post-qualification experience and knowledge in a Trading Standards role

Considerable experience leading teams in an enforcement/regulatory services role

Leading and supervising a team of officers

Lead role in complex investigations and case management

Partnership and corporate working

Statutory qualification under Weights and Measures Act

Trading Standards qualification

Excellent oral/written communication skills

Analytical abilities

Digital Skills

Negotiating Skills

Self-confident and self motivated

Excellent level of accuracy in work

Able to motivate staff and colleagues

Initiative and creativity

Able to plan, delegate and monitor team workload

You must be able to travel efficiently and effectively between various work locations within Moray to meet the operational requirements of the Service. Due to the rural nature of Moray this is normally undertaken by use of a car/van. You are required to hold a current full driving licence to enable you to carry out the full duties of the post

Ability to work on own initiative and to meet strict deadlines

Effective organisational and time management skills

Knowledge and experience of various software packages, including Word, Excel and Access

Ability to handle multiple tasks concurrently and prioritise workload

Appreciation and acceptance of, and commitment to, the importance of confidentiality

Ability to relate well with all levels of staff and customers

Willingness to accept direction/delegation

Able to work in a wide range of business environments, e.g. retail, factories, farms, petrol filling stations etc

Able to handle heavy weights (up to 25 kg)
