Job summary

The Infected Blood Compensation Authority (IBCA) is a new arms-length body set up, at unprecedented pace, to administer compensation to people whose lives have been impacted by the infected blood scandal.

IBCA will ensure payment is made in recognition of the wrongs experienced by those who have been infected by HIV, Hepatitis B or C, as well as those who love and care for them. They have been frustrated and distressed by the delays in achieving proper recognition, and we must help put this right.

We are committed to putting the infected and affected blood community at the centre of every decision we make and every step we take to build our organisation to deliver compensation payments.

IBCA employees will be public servants. If successful in this role you will be appointed directly into IBCA, on IBCA terms and conditions as a public servant.

Successful applicants will join the Civil Service Pension Scheme.

Please note that the mission of IBCA means that it is likely to be fully operational for a period of approximately up to 5 years, after which IBCA will become a smaller residual service. When IBCAs work begins to wind down, IBCA employees will receive support and practical guidance to find a new role, whether in the Civil Service, another Arms Length Body (ALB), or an external employer.

IBCA seeks an outstanding, passionate highly analytical senior analyst who can build out the business intelligence capabilities of IBCA, driving better transparency and decision making in the interest of victims of infected blood.

The postholder will help to shape, design and develop data solutions to produce timely, accurate and accessible operational management information and analysis to support forecasting, external statistics, managing fraud and assessing performance and efficiency so those infected are at the heart of policy and decision making in IBCA. The role provides the opportunity to help shape and lead on the technical side of a critical business intelligence function.

Job description

As the Senior Intelligence Analyst, you will manage a small team of analysts in building dashboards and producing statistics, driving the delivery of operational insights that will inform the Executive Committee, policy and operational leads, other IBCA functions and across the UK government about how we get it right for the infected blood community.

Youll build a close relationship with and understanding of IBCA business areas, in order to ensure that analysis and reporting is accurate and informative and supports this challenging and critical work and work closely across IBCA to understand evolving requirements and ensure business intelligence products are delivered in a timely manner and meeting their requirements, playing a critical role in the introduction of new reports and dashboards.

Youll work with your team to unpack data from across the organisation to tackle challenges IBCA will face including operational efficiency, forecasting, fraud mitigation & detection and more as well as developing insights and confidently communicating these to stakeholders in ways that they connect best with.

We are looking for a highly motivated individual with a drive for social impact to join the advanced analytics and intelligence team in its early stages and hit the ground running, quickly getting to grips with the technical detail of how we would measure success of a greenfield organisation set up at pace.

Youll be a team leader to a small group of analysts, providing technical leadership and line management to your team. Youll work with the Advanced Analytics & Intelligence leadership team to help guide technical solutions and help improve the transparency and performance of the service.

Responsibilities

Provide business intelligence insight including responding to ad-hoc data requests and FOI requests
Disseminate business intelligence including development and maintenance of data reports, publications and dashboards that are shared across IBCA and external to HM Treasury and Cabinet Office.
Technical leadership including developing the teams analysis and reporting capabilities, in particular through the creation, maintenance, and building of a Tableau BI Platform, as well as the quality assurance of products and code.
Line Management of 3 Intelligence Analysts and supporting their professional development.

Person specification

You will have the skills or be able to demonstrate the ability to lead and coach a small technical team in the delivery of Google Looker/Tableau Dashboards for a variety of stakeholders. You will be able to show an ability to assist in creating an environment that embraces a willingness to learn fast thus supporting innovation.

You will be a dynamic and self-starting individual who is comfortable spotting opportunities, being a technical leader and developing more junior analysts in progressing their career.

Essential

Data Analysis, Reporting & Technical Expertise: Strong analytical and critical thinking skills with the ability to synthesise complex information using tools for analysis, visualisation and reporting. Proficient in Google Sheets, SQL and at least one dash boarding tool (Tableau, Power BI, Google Looker, etc). Experience of leading and delivering MI reporting products and analysis to meet customer needs.
Critical thinking mindset: Strong ability to filter and synthesize large amounts of information to produce clear, logical and concise statements of information.
Excellent communication skills: Excellent verbal and written communication skills, with the ability to engage stakeholders effectively and explain findings to both technical and non-technical audiences.
Project Management: Experience in leading, planning and executing projects to achieve goals
Leadership experience: Experience of leading and developing a small technical team to deliver quality reporting outcomes at pace.

Desirable

Backlog Management: Experience managing multiple requests through the use of a ticket tool like JIRA
Understanding of statistics An understanding of statistical concepts, methods and tools.

Additional information:

A minimum 60% of your working time should be spent at your principal workplace. Although requirements to attend other locations for official business will also count towards this level of attendance.
