Full job description

Part of Norfolk County Council, the Norfolk Crisis and Resilience Service provides hardship support for people across the county. This is an exciting opportunity to be part of a team that works with vulnerable people in our society and has a positive impact on our communities. This service replaced the Clients Hardship Service (in April 2026) with an enhanced service, funded for 3 years through the Crisis Resilience fund.

We are looking for Outreach Advisers – The role involves working directly within the community, providing accessible, face-to-face support to residents in a range of settings. The position has a strong focus on proactive engagement, ensuring that vulnerable individuals and households are identified early and supported before issues escalate into crisis. This includes building relationships with local partners, community groups, and frontline services, enabling a coordinated and preventative approach to support.

The Outreach Adviser will play a key role in improving access to the service, particularly for those who may be digitally excluded or less likely to engage through traditional channels, and in strengthening community resilience through tailored, person-centred support. The role will primarily be community-based, with the majority of working time spent engaging with residents and partners in local settings, alongside a mandatory attendance at County Hall in Norwich each Wednesday.

Therefore, access to a car and clean driving licence are required for this role. (Please note a mileage allowance will be available for this role).

The Norfolk Crisis and Resilience Advisers provide money management and holistic support for people to become financially independent and address the underlying issues prohibiting this. The roles involve speaking with clients either on the phone or face to face implementing a Trauma Informed approach to provide the best outcome and ongoing support for the individual. We are looking for people with professional curiosity who can assess information from multiple sources, provide information and guidance and ongoing referrals to both support and grant providers. Confidence in making decisions, motivation to make a difference and advocate for the vulnerable is essential. We consider people from a range of different backgrounds with experience of money management, providing information and guidance in holistic support and grant organisations and/or working with vulnerable people would be highly beneficial. You'll need solid communication skills, confidence in dealing with vulnerable clients, experience of conducting difficult conversations and strong computer skills.
