About the Role

Impart Links is seeking experienced Stock Condition Surveyors & EPC Assessor to undertake residential property surveys across Wrexham on behalf of Wrexham Council. The role involves conducting comprehensive stock condition surveys, collecting property data, assessing housing standards, and identifying potential hazards to support asset management and investment planning programmes.

This is an excellent opportunity for qualified surveyors with experience in social housing stock condition surveys and Energy Performance Certificate (EPC) assessments.

Key ResponsibilitiesSurvey Delivery

Conduct stock condition surveys within occupied residential properties and communal block assets.
Gain access through pre-arranged appointments and cold-calling where required, maintaining a professional and respectful approach at all times.
Accurately capture and record all property component information using the designated survey software.
Assess and record property condition data in accordance with:
Welsh Housing Quality Standards (WHQS)
Housing Health and Safety Rating System (HHSRS)
Complete Energy Performance Certificates (EPCs) where required and lodge certificates through Elmhurst.
Submit EPC Reference Numbers (RRNs) within required timescales.

Hazard Identification & Reporting

Identify and record all WHQS and HHSRS hazards.
Immediately report severe hazards, safeguarding concerns, urgent repairs, or unsafe conditions to the Stock Condition Manager.
Provide supporting evidence including:
Property address and asset reference
Hazard category and severity level
Photographic evidence
Detailed notes on causes and observations

Survey Photography

Capture high-quality survey photographs as required, including:
External elevations
Damp and mould issues
HHSRS hazards
Major defects and repairs

Resident Engagement

Maintain a professional and courteous approach when dealing with residents.
Inform residents promptly if appointments require rescheduling.
Represent both Impart Links and Wrexham Council positively at all times.

Administration & Reporting

Maintain accurate records of completed surveys and access attempts.
Record all no-access visits and provide photographic evidence of third access attempts.
Submit weekly reports detailing:
Surveys completed
EPCs completed
Access attempts
Third-attempt evidence
EPC RRNs
Any concerns or observations arising from surveys

Candidate RequirementsEssential

Proven experience as a Stock Condition Surveyor.
Domestic Energy Assessor (DEA) accreditation.
Elmhurst Energy registration.
Enhanced DBS clearance.
Experience using mobile survey software and data collection systems.
Strong understanding of:
Stock Condition Surveys
WHQS requirements
HHSRS assessments
Residential building components and defects
Excellent communication and resident engagement skills.
Ability to work independently and manage a daily survey schedule.

Desirable

Previous experience working within social housing.
Knowledge of local authority housing stock.
Experience carrying out EPC assessments alongside stock condition surveys.

Working Requirements

Surveyors will be expected to:

Complete daily morning and evening check-ins.
Review allocated schedules and appointments daily.
Ensure all devices and software are operational before commencing work.
Wear appropriate PPE and company-branded clothing where provided.
Carry photographic identification at all times.
Follow lone working procedures and complete dynamic risk assessments.
Comply with all relevant health and safety requirements.
