Full job description

Pro Gases UK is the UK’s largest independent industrial and beverage gases supplier, a family-run business in an active growth phase. As part of a restructured Operations Division, we are creating a Health & Safety Manager role that is both hands-on and independent.

This is a visible, working H&S role – you will be on the floor day-to-day at Liverpool, writing risk assessments, running investigations, doing walk-arounds and driving improvement – while also owning the H&S management system and the independent audit programme across all sites. Reporting to the Operations Director (rather than into operational line management) preserves your independence and gives you the authority to direct line managers on H&S matters. You will work very closely with the Head of Operations, Facility Manager and Production Manager, and hold binding stop-work authority across all sites.

Accountable For

Owns the H&S management system, framework and policies.
Risk assessments – reviews existing assessments, identifies gaps, writes new ones, reviews and signs them off, working with the Facility Manager and Production Manager.
Independent audit and inspection regime across all covered sites, including auditing the statutory inspection regime (PSSR, LOLER, PUWER, DSEAR) delivered by the line.
Safety walk-arounds at Liverpool – daily when on site, providing a visible presence on the floor, identifying and acting on hazards.
Lead investigator for incidents, accidents and RIDDOR-reportable events – runs investigations hands-on.
Near-miss reporting – logs, investigates, drives corrective action and closes out.
Health & safety improvement projects – identifies, leads and delivers initiatives that raise standards.
Reactive H&S assessments at external sites – attends customer sites where an H&S concern has been raised, and assesses new supplier and collection sites for driver and personnel safety before drivers attend. Determines whether it is safe for Pro Gases UK staff to work at or attend the site, working with the Transport Manager on driver-safety matters and the Technical Quality Manager on supplier approval.
HSE liaison and external interface on all health & safety matters.
Sets the content and mandatory curriculum for toolbox talks and safety briefings.
Statutory training programme and competency framework – setting requirements and mandating additions.
Executive authority – can direct line managers on H&S matters and issue binding H&S directives.
Binding stop-work authority across all sites; sign-off on customer-site H&S arrangements before work begins.

Essential Requirements

NEBOSH General Certificate (or equivalent) as a minimum; NEBOSH Diploma desirable.
Proven H&S experience in the industrial, beverage or bulk gases sector, or a comparable high-hazard process environment.
Sound working knowledge of the Pressure Systems Safety Regulations (PSSR) and written schemes of examination.
Practical experience applying DSEAR in an operational setting (explosive/flammable atmospheres, zoning, ignition control).
Hands-on experience writing risk assessments and method statements, and running incident investigations end to end.
Confident running independent audits and risk assessment governance.
Credibility and presence to direct and challenge line managers – able to influence from the filling floor to Director level.
Self-sufficient and well organised – able to balance daily floor presence with the audit and assurance workload across three days.

Desirable

Experience in a COMAH and/or Hazardous Substances Consent (HSC) environment.
Working knowledge of BCGA codes of practice and industry guidance for gases.
Familiarity with LOLER, PUWER and ATEX in a plant setting.
Chartered membership of IOSH (CMIOSH) or working towards it.
Experience as a lead investigator for RIDDOR-reportable incidents and HSE liaison.

Pay: £26,000.00-£28,000.00 per year
