Job description

The role sits within the Maritime Governance and Regulatory Compliance (MGRC) Team and delivers the strategic programme for implementing projects under HMGs Overseas Programme and International Programme (IP) Strategic Frameworks within the UK Overseas Territories (OTs) and other Member States of the International Maritime Organization (IMO).

Your responsibilities will include, but arent limited to:

To develop the strategic direction for the UKs continual support of the UK overseas territories
Facilitate, lead and manage the mobilisation and delivery of multiple projects
Oversee all programme activities with responsibility for contract management
Develop successful relationships and work closely with stakeholders from HMG and other Governments
Manage and prioritise the workload of self and the team to ensure delivery of key objectives

Person specification

To be successful in this role you will need to have the following experience:

A demonstrable knowledge and experience of project management and strategy management.
Demonstrate a high standard of drafting ability to allow writing high quality reports, papers and submissions.
Proven track record of preparing, writing, and clearing of senior level briefings up to ministerial level.
Proven verbal and written diplomacy and negotiating skills at senior and cross-governmental level.
Demonstrate the ability to horizon scan and use structured reasoning to develop potential solutions.
Knowledge of the legal framework of the Red Ensign Group British Shipping Registers and constitutional relationship between the UK Government and its Crown Dependencies/Overseas Territories.
Knowledge of the IMO Instruments Implementation Code and the international obligations required for flag, port and coastal States.
Understanding and practical experience of the development and legal framework of inter-department and inter-government MoUs.
ISM/ISO 9001 Lead Auditor qualification or equivalent auditing experience/qualifications.
Understanding and application of management of departmental budgets.

Working hours, office attendance and travel requirements

Full time roles consist of 37 hours per week.

Whilst we welcome applications from those looking to work with us on a part time basis, there is a business requirement for the successful candidate to be able to work at least 30 hours per week.

This role is suitable for hybrid working, which is a non-contractual arrangement where a combination of workplace and home-based working can be accommodated subject to business requirements.

The expectation at present is a minimum of 60% of your working time a month will be spent at either your designated workplace (one of the locations cited in the advert) or, when required for business reasons, in another office/work location/visiting stakeholders. Your designated workplace will be your contractual place of work. There may be occasions where you are required to attend above the minimum expectation.

Regular travel to other offices will be required, which may involve international and/or overnight stays.
