Registered Service Manager – 16+ Supported Accommodation

Overview

We are seeking an experienced, dedicated and compassionate Registered Service Manager to lead the day-to-day operations of our 16+ Supported Accommodation Service, providing high-quality support to care leavers and looked after children aged 16–17.

The successful candidate will be responsible for ensuring the service provides safe, nurturing and empowering accommodation that enables young people to develop the skills, confidence and independence required for adulthood. The Registered Service Manager will lead and inspire a multidisciplinary team, ensuring the service operates in accordance with all relevant legislation, quality standards and organisational policies.

This role requires a strong understanding of safeguarding, trauma-informed practice, child-centred approaches, and the challenges faced by young people transitioning from care to independent living. The successful applicant will promote positive outcomes, maintain regulatory compliance, and foster a culture of respect, inclusion and continuous improvement.

Key Responsibilities

Provide effective leadership and operational management of the supported accommodation service, ensuring the delivery of high-quality, person-centred support to all young people.
Ensure the service complies with all relevant legislation, Supported Accommodation Standards, safeguarding requirements, and organisational policies and procedures.
Lead, supervise and support staff, promoting a positive culture focused on safeguarding, professional development, accountability and excellent practice.
Oversee the assessment, planning, implementation and regular review of individual support plans and pathway plans, ensuring they reflect each young person's needs, aspirations and goals.
Promote independent living skills, including budgeting, cooking, education, employment, health and wellbeing, tenancy readiness and community engagement.
Ensure robust safeguarding procedures are embedded throughout the service, responding effectively to safeguarding concerns, incidents and risk management.
Build positive relationships with local authorities, social workers, personal advisers, education providers, health professionals, families and external agencies to achieve positive outcomes for young people.
Monitor the progress, wellbeing and development of young people, ensuring appropriate interventions and support are provided where required.
Manage staffing arrangements, including recruitment, induction, supervision, appraisal, training and workforce development.
Maintain effective oversight of service budgets, resources and occupancy levels, ensuring financial sustainability and value for money.
Conduct regular quality assurance audits, monitor performance, analyse outcomes and implement continuous service improvements.
Ensure accurate, timely and confidential record keeping in line with data protection requirements and organisational standards.
Promote equality, diversity and inclusion, ensuring all young people are treated with dignity, respect and compassion.
Act as the Registered Service Manager during inspections, audits and regulatory visits, ensuring the service consistently meets or exceeds expected quality standards.

Person Specification Essential Qualifications & Experience

Previous management experience within children's residential care, supported accommodation, leaving care services or a related children's social care setting.
Experience of leading, supervising and developing staff teams.
Sound knowledge of safeguarding legislation, children's social care legislation, and supported accommodation regulations.
Experience of working with looked after children, care leavers and young people with complex emotional, behavioural or social needs.
Level 5 Diploma in Leadership and Management for Residential Childcare (or equivalent), or willingness to achieve within the required timescale.

Knowledge & Skills

Excellent understanding of trauma-informed and child-centred practice.
Strong leadership, organisational and decision-making skills.
Excellent communication and interpersonal skills with the ability to build positive relationships with young people, staff and partner agencies.
Ability to manage multiple priorities whilst maintaining high standards of care, safeguarding and regulatory compliance.
Experience of quality assurance, auditing and service improvement.
Strong report writing, record keeping and IT skills.
