As we continue to grow, we're looking for an enthusiastic, driven and highly organised Contracts & Compliance Coordinator who shares our passion for delivering exceptional learner experiences and maintaining the highest standards of quality and compliance.

Purpose of the Role

The Contracts, Compliance & Performance Coordinator plays a key role in ensuring Apprenticeship Wales delivers outstanding provision whilst remaining fully compliant with contractual, funding and regulatory requirements.

The role will be responsible for monitoring compliance, contract performance and data quality across our programmes. Working closely with delivery and quality teams, the postholder will proactively identify risks, drive continuous improvement, ensure audit readiness and support the achievement of learner, employer and Apprenticeship Wales’ performance targets.

This role is more than compliance.

It is about helping create an environment where learners succeed, employers receive exceptional service and staff are empowered to deliver outstanding outcomes.

Key Responsibilities

Contract Performance & Compliance

Monitor performance against Welsh Government contract requirements, internal KPIs and quality standards.
Maintain oversight of learner starts, progress reviews, achievement rates, learner progression, leavers and compliance measures.
Ensure learner records and programme documentation remain compliant, up to date and audit-ready.
Challenge and support delivery teams to address compliance concerns and overdue actions.
Coordinate contract monitoring activities and ensure deadlines are achieved.
Escalate risks relating to funding, compliance, learner performance and contract delivery.
Support the implementation of actions to improve contract performance and learner outcomes.

Audit & Quality Assurance

Develop, maintain and monitor internal audit schedules.
Conduct audits, spot checks and compliance reviews across learner records and programme documentation.
Monitor corrective actions arising from audits and ensure completion within agreed timescales.
Support external audits, Welsh Government reviews, IQA activities and inspection preparation.
Identify recurring themes, risks and opportunities for improvement.
Produce reports and recommendations that support quality enhancement and continuous improvement.

Data Quality & Systems Management

Take ownership of data quality across Apprenticeship Wales’ programmes.
Monitor learner and employer records within systems including OneFile and MAYTAS.
Ensure registrations, reviews, achievements, withdrawals and completions are accurately recorded.
Carry out regular data validation and compliance checks.
Work proactively with teams to rectify errors and address non-compliance.
Produce performance dashboards and management reports.
Analyse trends and identify opportunities to improve performance and compliance.

Stakeholder & Contract Management

Support the management of contracts, service level agreements and partnership arrangements.
Complete due diligence activities relating to subcontractors and delivery partners.
Develop strong relationships with key stakeholders.
Represent Apprenticeship Wales professionally at meetings and contract reviews.
Support external reporting requirements and contractual submissions.

Performance Monitoring & Continuous Improvement

Monitor learner performance, retention and achievement trends.
Support the development and implementation of quality improvement plans.
Use data and feedback to identify opportunities to enhance learner experience.
Monitor completion of quality improvement actions.
Contribute to organisational self-assessment and strategic planning activities.
Promote innovative approaches that improve efficiency, learner outcomes and service delivery.

Essential Skills & Experience

Experience within apprenticeships, work-based learning, education or funded training environments.
Strong understanding of compliance, audit and quality assurance requirements.
Experience working with learner management systems and databases.
Exceptional attention to detail.
Strong analytical and problem-solving skills.
Ability to interpret complex funding and contractual requirements.
Excellent organisational skills and ability to manage multiple priorities.
Strong communication and influencing skills.
Ability to challenge constructively and drive improvement.

Desirable

Knowledge of Welsh Government apprenticeships and funding requirements.
Experience using OneFile and/or MAYTAS.
Experience of audit management and compliance monitoring.
Welsh language skills.
