Job summary

As one of our Project and Programme Managers, you'll lead some of the organisation's most significant transformation initiatives, helping to modernise services, introduce new technologies, improve ways of working and deliver lasting benefits across Scotland's prosecution service.

This is more than a delivery role. You'll help shape how change is delivered across COPFS, influencing our emerging project and programme management profession, establishing new ways of working and building delivery capability across the organisation.

Working with senior leaders, operational teams, digital and technology specialists, and external partners, you'll be trusted to navigate complex challenges, drive progress through ambiguity and deliver outcomes that have real impact for the people and communities we serve.

We're looking for experienced delivery professionals who enjoy solving complex problems, building strong relationships and turning strategic ambition into practical results. Job description

This role sits within our newly established Transformation and Change team and you will be joining at a pivotal stage in its development. The team is leading a significant programme of organisational, digital and service transformation and is shaping how change is delivered across COPFS.

As our Programme Manager, you will lead the delivery of strategic transformation initiatives. Working with senior leaders, Digital and Technology teams and operational colleagues to ensure strategic change is successfully delivered, embedded and achieves measurable benefits for our users and the organisation.

You will play a key role in shaping delivery approaches, strengthening governance and supporting the development of project and programme management capability across COPFS.

Key Responsibilities

Strategic Leadership & Planning

Work with senior stakeholders, digital and technology leaders architects to define programme and project objectives, scope, benefits and success measures, ensuring alignment with organisational priorities.
Develop business cases, delivery approaches and governance arrangements that support effective decision-making and successful delivery.
Represent projects and programmes at senior forums, providing leadership, challenge and strategic direction.

Programme & Project Delivery

Lead the successful delivery of complex business, digital and technology-enabled change programmes, ensuring agreed outcomes, benefits, milestones and quality standards are achieved
Lead multidisciplinary teams comprising project professionals, business analysts, digital specialists, technology teams, operational subject matter experts and external suppliers.

Develop and maintain integrated delivery plans, resources and budgets, monitoring progress and taking action to keep delivery on track.
Ensure projects and programmes comply with relevant policy, legal, regulatory and organisational requirements.

Stakeholder Engagement & Leadership

Build and maintain effective relationships with sponsors, senior leaders, delivery teams and external partners to secure alignment and drive successful outcomes.
Create a collaborative delivery environment that supports multidisciplinary teams to perform at their best.
Coach and support colleagues, contributing to the development of project and programme management capability, standards and ways of working across the directorate
Work closely with Digital, Data, Technology and Operational leaders to deliver technology-enabled change, ensuring business outcomes and technical delivery remain aligned.

Governance, Risk & Assurance

Establish and maintain effective governance, reporting and assurance arrangements, providing clear updates to Programme Boards and senior stakeholders.
Proactively manage risks, issues, dependencies and change, ensuring timely escalation and resolution where required.
Work closely with PMO and Finance colleagues to ensure effective management of budgets, resources and delivery performance.

Person specification

We are looking for an experienced project or programme management professional with a proven track record of delivering complex change and transformation initiatives.

You will be a credible leader, able to work with senior stakeholders, lead multidisciplinary teams and drive delivery in a complex environment. You will bring strong judgement, effective communication skills and a focus on achieving outcomes and realising benefits.

Experience delivering digital, organisational or service transformation programmes is desirable, as is experience working within the public sector or another complex regulated environment.

Knowledge and practical application of recognised project and programme management methodologies is essential. Professional qualifications such as MSP, PRINCE2, APM, Agile or equivalent are desirable but not essential where applicants can demonstrate significant relevant experience
