Job Summary

Role Overview

We are seeking an experienced and driven Operational Manager to oversee a portfolio of Ofsted-regulated children's residential homes across North London. This is a senior leadership role responsible for the day-to-day operational performance, quality of care, regulatory compliance, and staff leadership across multiple sites. You will manage a team of Registered Managers, ensuring each home delivers safe, nurturing, and fully compliant care while meeting organisational targets and standards.

The successful candidate will be a strong people-developer at heart — someone who builds capability within the organisation, grows future managers and leaders in-house, and holds safeguarding and compliance as non-negotiable, ever-present priorities across every home.

Key Responsibilities

Leadership & Talent Development

Provide line management, support, and professional development to Registered Managers across all homes in the portfolio
Actively nurture and develop talent in-house — identifying potential within existing staff teams and creating clear development pathways into management and leadership roles
Design and deliver coaching, mentoring, and succession plans to build a sustainable pipeline of future Registered Managers and deputies
Conduct regular supervision, performance reviews, and appraisals with each home manager
Build a strong, cohesive leadership team across sites, promoting consistency in practice and culture
Deputise for the Director as required and represent the organisation at external meetings

Ofsted Compliance & Quality of Care

Ensure all homes maintain full compliance with the Children's Homes Regulations 2015, Quality Standards, and Ofsted requirements at all times
Take ownership of Ofsted readiness across the portfolio — driving continuous improvement, leading homes through inspections, and ensuring registration conditions are consistently met
Oversee safeguarding practices across all sites, acting as a senior point of escalation for safeguarding concerns and ensuring safeguarding is embedded in every aspect of home operations
Ensure care plans, risk assessments, and placement plans are person-centred, up to date, and reflect best practice
Lead on incident reviews, investigations, and lessons-learned processes following serious incidents, ensuring regulatory notifications are made appropriately and on time

Stakeholder Coordination

Act as the key point of coordination with external stakeholders including Ofsted, local authorities, placing social workers, commissioners, and multi-agency safeguarding partners
Build and maintain strong, professional relationships that support positive placement outcomes and organisational reputation
Represent the organisation confidently and credibly in external meetings, reviews, and inspections
Liaise with external agencies (health, education, YOT, CAMHS etc.) to ensure joined-up support for young people across homes

Operational & Financial Management

Manage budgets across the homes, including staffing costs, occupancy levels, and resource allocation
Monitor occupancy and support admissions/placement processes in line with organisational targets
Oversee recruitment, retention, and workforce planning across sites, including staffing ratios and rota management
Ensure homes are adequately staffed, resourced, and maintained to a high standard
Identify and manage operational risks, escalating to the Director where appropriate

Strategic Contribution

Contribute to the organisation's strategic and business planning, including growth and development of new homes
Support the Director in developing policies, procedures, and organisational standards
Analyse performance data across homes (occupancy, incidents, staff turnover, Ofsted outcomes) to identify trends and drive improvement

Essential Requirements

Level 5 Diploma in Leadership for Health and Social Care (Children and Young People's Services), or equivalent
Significant experience as a Registered Manager of an Ofsted-regulated children's residential home, with a track record of achieving "Good" or "Outstanding" ratings
Proven experience managing multiple sites or managing other managers within a residential childcare setting
Demonstrable experience developing and progressing staff into management roles
Strong working knowledge of the Children's Homes Regulations 2015, Quality Standards, and relevant safeguarding legislation
Excellent stakeholder management skills, with experience liaising with Ofsted, local authorities, and multi-agency partners
Excellent leadership, coaching, and people-management skills
Full UK driving licence and willingness to travel regularly between homes
Enhanced DBS check (or willingness to undergo one)

Desirable

Formal coaching or mentoring qualification
Experience leading homes through Ofsted inspections at an operational/oversight level
Budget and financial management experience within a care setting
Experience in service development or opening new residential provisions
