Full job description

Main Purpose of Job

1. To assist the estate manager - within the Coop’s prescribed policies, procedures and legal requirements. To ensure services are provided in accordance with the Coop’s commitment to high quality service provision

2. To contribute to the functioning of the Coop’s Office as a team member

3. To assist providing an efficient, accountable and equitable housing service to tenants and leaseholders within the boundary of the Coop’s responsibilities. To help the TMO manager take responsibility for the management of all properties and communal areas within the terms of the Management Agreement

4. To support the development of resident participation and involvement in the management service provided by the Coop.

5. Updates the financial parts of the Co Op such as cashbook, garage rents, parking space rents, VAT etc

6. Covering the manager when on leave such as covering the office and the out of hours phone

Summary of Objectives

To establish and maintain effective levels of communication with: -

· Estate tenants and residents

· Staff team members of Brooke Park Coop.

· The council’s local area housing office in Upper Street

· Other council departments as necessary

· Repair and maintenance contractors

· Other TMOs in the area

· External agencies, e.g. Advice Centres, Police, Community Centres, Social clubs etc.

6. To provide a high-quality repairs service through the Coop’s Office by involvement in the following areas: -

a) To assess repair reports from residents, determining repairing responsibility, adequately describing work required to allow the repair to be arranged and to arrange a pre-inspection if necessary

b) To order repairs to be carried out by a member of staff or a contractor and deal with queries relating to delays, appointments, expediting work etc. and liaising with relevant contractors to get the job done

c) Inspect repairs where:

v a contractor requests variations in price above the schedule of rates (and submit such requests to the Management Committee for approval if necessary);

v completed repairs are charged above the schedule of rates price;

v residents express dissatisfaction with quality of work;

d) Where necessary, resulting from inspections, refer back to contractor for remedy or discuss contract management with the Management Committee (MC) as appropriate

e) Prepare and attend court on behalf of the Coop if necessary

f) Attend and represent the Coop at Council and other meetings when necessary

7. Ensure that the Repairs & maintenance service is functioning effectively and economically and meeting the requirements of Best Value

8. To assist the manager for carrying out housing management functions with particular emphasis on: -

Monitoring and processing empty properties;

Dealing with Tenancy disputes, nuisance cases etc. as far as required under the Coop’s Management Agreement (MA)

Facilitating tenancy management issues (e.g. Anti social behaviour) as far as required within the MA

Establishing and maintaining a good relationship with tenants on behalf of the Coop, giving advice and general assistance to tenants (especially older and vulnerable tenants) and dealing with complaints

Liaising with other staff including Council staff and with other relevant organisations and agencies including utility suppliers

Co-ordinate and assist in distribution of information and publicity to tenants and residents

Arrange &/or participate in training new MC members

To ensure that these areas are carried out in accordance with policy, procedures and current legislation and in liaison with council officers where appropriate

9. To actively encourage all residents to become involved in the management of the Coop through participation in the MC and its sub committees and seek support for Estate related projects (e.g. developing communal areas, targeting anti social behaviour, general estate improvements, involvement in production of the Coop Newsletters)

10. To produce reports for the manager, officers, committees and general meetings and to deal with correspondence from members, external agencies and members of the public as required by the Management Committee

11. To attend any training necessary as directed in order to perform the duties of the post in line with current legislation, practice and technology and to participate in projects as directed by the Coop Committee and to identify and make provision for training of other staff and committee members

12. To assist the manager when dealing with residents and clients in relation to all matters within the responsibility of the Coop to include predominantly but not exclusively: -

Estate Cleaning & Caretaking Cyclical Maintenance programmes (inc. decoration)

Voids Management Coop Finance

Enforcement of tenancy conditions Court appearances

Resident Participation Management issues

13. To support the Coop Management Committee in developing resident participation in the Coop and assist in providing information. To pursue the views & opinions of residents through newsletters, satisfaction surveys etc.

14. To carry out such other minor and non-recurring duties as may be required from time to time by the Coop Management Committee

15. To carry out all duties with due regard to the Coop’s Equal Opportunities Policy and relevant legislation (e.g. Health & Safety Law, Data Protection Act, Company Law etc.)

Pay: £17.00-£25.00 per hour
