Supported Living Service – Young People 16–25

Ofsted Registered Provider (New Start-Up Application)

Location: Swindon

Salary: £55,000

Contract: Full-time, Permanent

Hours: 40.00 hours per week; occasional out-of-hours availability for on-call and stakeholder meetings

Responsible to: General Manager

Regulatory Status: This is a statutory registered manager role with Ofsted

About Our Service

We are a new, values-led supported living provider applying for Ofsted registration. We will deliver person-centred care and accommodation for young people aged 16–25, including those with learning disabilities, autism, mental health needs, and complex behaviours. Our aim is to create safe, homely environments where young people build independence, confidence, and skills for adulthood.

We are building our service from the ground up with compliance, quality, and positive outcomes as our foundation – and this role is central to that.

Role Purpose

As Registered Service Manager, you will be the named individual registered with Ofsted for the service. You will lead the successful set-up, launch, and ongoing management of our provision, ensuring full compliance with all regulations, and building a culture of excellence that will enable us to achieve a rating of Good or Outstanding at our first inspection.

You will work closely with the General Manager to design policies, recruit and train the team, set up all operational systems, and ensure every young person receives high-quality support that meets their individual needs.

Key Responsibilities

Set-Up & Registration (Critical for Ofsted)

Assist and support the preparation and submission of our Ofsted registration application, ensuring all evidence, policies, and procedures meet the Children’s Homes (England) Regulations 2015, Social Care Common Inspection Framework, and statutory guidance.
Design and implement all required policies, risk assessments, safeguarding procedures, and quality assurance systems before the service opens.
Ensure premises, staffing structure, and operational plans fully meet regulatory requirements prior to registration.

Regulatory Compliance & Quality

Maintain full compliance with Ofsted regulations, the Care Act 2014, SEND Code of Practice, and all other relevant legislation.
Establish robust systems for monitoring, auditing, and reviewing practice; act as the lead for safeguarding, reporting, and escalation.
Prepare for and lead on any pre-registration visits and future inspections; demonstrate clear understanding of inspection expectations and evidence requirements.

Care Delivery & Outcomes

Lead the development of person-centred support plans that put young people’s voices, choices, and aspirations at the centre.
Oversee all day-to-day care and support, ensuring it promotes independence, dignity, safety, and progress in education, employment, health, and wellbeing.
Build strong working relationships with social workers, health teams, education providers, families, and commissioners.

Team Leadership & Development

Recruit, vet, induct, and train all staff in line with Ofsted requirements; ensure mandatory training, qualifications (including Level 3 Diploma for Residential Childcare), and supervision are in place from launch.
Create a positive, reflective culture where staff feel supported, valued, and empowered to deliver their best.

Operations & Governance

Manage the service budget, rotas, health & safety, property maintenance, and all administrative records accurately and securely.
Provide regular reports to the provider on performance, compliance, risks, and quality improvements.

Person Specification

Essential – Must Have

Desirable – Advantageous

Level 5 Diploma in Leadership for Health & Social Care (Children & Young People) or equivalent

Previous experience leading a new service through Ofsted registration

Proven experience managing children’s homes, supported living, or residential services for 16–25s

Registered with Social Work England

Deep knowledge of Ofsted regulations, inspection processes, and the Care Act

Experience with autism, learning disabilities, or mental health support

Experience writing policies, preparing evidence, and managing compliance

Experience in Swindon or Wiltshire

Ability to demonstrate you can meet the fit and proper person criteria

Experience setting up systems and processes from scratch

Strong leadership, decision-making, and risk management skills

Qualification in Safeguarding Leadership

Impeccable references and ability to pass enhanced DBS and all vetting
