Our homes are located in North London (x2 homes – both 6 bedroomed) and Greenwich (x1 home and 5 bedroomed) and the role will entail regular travel between homes.
Role Summary
The Company considers the position of Registered Service Manager to be one of considerable responsibility. The post holder will be expected to show judgement and initiative at a level which is commensurate with this expectation.
You will be accountable for delivering high quality support to the young people living in our homes. You will be responsible for the delivery of our services, as well as the strategic planning for developments within the homes, and all day-to-day management matters. You will proactively contribute to the continuous improvement of the Company’s practice standards.
As the Registered Service Manager, you will have the responsibility of upholding The Company’s aims, objectives and ethos, as outlined within our Statement of Purpose, in all aspects of your work and promoting a positive image of the Company and its provision.
Responsibilities
It will be imperative that the homes you are responsible for meet the required regulations and that as the service manager you ensure a high level of compliance with these standards.
You will lead the whole staff team comprising. You will ensure the service delivers exceptional caring support and that creates and delivers positive outcomes for the young people in our care. At present Willoughby Place Ltd has three. The organisation currently operates homes in North London and Greenwich. At present there are no plans to expand the number of homes or places.
You will be required to carry out a range of duties within your role. The key responsibilities are detailed below but there will be other duties consistent with the role that you may be requested to undertake by the Proprietor.
Accountability to the young people we support & main tasks
1. To practice and promote multi-agency working with young people, their families, other staff within the home, and other agencies, in order to meet the needs of the young people.
2. To prepare for, and attend reviews and, as appropriate, Children’s Looked After meetings, and ensure actions are completed.
3. To ensure that young people have the opportunity to engage in activities that reflect their personal interests and that these are further developed into new opportunities and experiences.
4. To ensure that all homes are well maintained and presented, remaining in a clean and hygienic state, and is homely, warm and personalised to the tastes and interests of the young people we are supporting.
5. To ensure young people leaving the home are prepared for their adult life and that their transition happens in a way that is right for them.
6. To ensure all young people have an up-to-date Placement Plan, Support plan, risk assessment, and any other plan necessary to keep them safe and deliver high-quality to support. To ensure such plans and documents are up to date, relevant and that all staff members are aware of them and how to follow them.
7. To positively promote young people’s inclusion and participation in their local communities and ensure they have full access to community resources.
8. To embed a culture of high aspirations and ambition for young people in which they experience positive outcomes.
9. To ensure appropriate risk assessments are in place and ensure staff members understand them.
10. To promote positive and supportive relationships with family members (where appropriate).
11. Liaise closely with all young people’s education and employment settings so that you are aware of agreed target and learning outcomes that can be supported and developed within the home.
Our Staff
1. To ensure that staff members understand their responsibilities and implement the Company’s safeguarding procedures and that you follow all safeguarding legislation and requirements within the sector.
2. Promote the health and safety of employees at work and of people supported through the implementation of the Company’s Corporate Policy for Health, Safety and Welfare at Work in accordance with all relevant statutory requirements.
3. To ensure that all staff are recruited in line with established safer recruitment processes, and provided with appropriate induction, supervision and appraisal in line with the Company’s policies.
4. To take the lead in setting and reviewing targets and objectives for all staff in order to ensure that work is focused and has clear direction.
5. To ensure the effective management of staff sickness and absence.
6. Promote a culture of continuous professional development for all, where learning and development activity is closely linked to individual, team and organisational priorities.
7. To ensure that staff training and development needs are identified and ensuring that those needs are met. To lead/assist in training as required.
8. To ensure that performance reviews are undertaken in a timely manner and that target setting is of a high standard, relevant and plays a key role in securing continuous improvement.
9. To ensure at all times that professional ethics and behaviour are demonstrated by all staff and that staff are supported and mentored in actively engaging with young people.
10. To be responsible for managing the performance and staff, carrying out regular supervisions, annual appraisals, and disciplinary procedures where required.
Quality
1. To be registered as specified by the Supported Accommodation (England) Regulations 2023.
2. To be responsible and accountable for the home’s Statement of Purpose, to ensure this is appropriate to the needs young people. Ensure that this is reviewed regularly and remains relevant and current.
3. To carry out the role of Designated Safeguarding Officer.
4. Ensure impact risk assessments take place prior to any new young people living at the home.
5. Ensure that all health and safety measures, monitoring and auditing are in place and robustly managed to ensure safe working practices.
6. To achieve and maintain compliance with local authorities ensuring contract compliance and adherence to internal standards.
7. Ensure that all necessary documentation required by regulators is completed to a high standard and be available for inspections, checks or interviews as requested.
8. To manage performance against audit/inspection results and recommendations, highlighting to the proprietor any areas outside your control which will negatively impact on performance.
9. Maintain confidentiality of information and work in line with all relevant codes of practice and governing legislation.
10. To implement a robust process for reviewing and tracking all aspects of compliance and quality.
11. To implement a continuous improvement plan, that details areas that are being developed and how you are achieving this. As the Registered Manager you will hold people to account for their part in this process and ensure that outcomes are met.
12. To ensure high standards of quality in the delivery of support.
13. Ensure compliance with the Supported Accommodation (England) Regulations 2023, and Guide to the Supported Accommodation Regulations including the quality standards 2023 & ensure the services are fully prepared and ready for Ofsted inspections including an in depth understanding of the Social Care Common Inspection Framework (SCCIF) benchmarking and evaluation criteria.
14. Complete effective monitoring of Regulation 27 notifications and Regulation 32 Quality of Support Reviews reports.
Sustainability
1. To have oversight and lead on the assessment and admission of all new young people into the supported accommodation service.
2. To manage young people vacancy levels within the homes to ensure risk to delivery and contribution is minimised, and referral assessments are actioned promptly and efficiently.
Leadership and Management requires you:
1. To implement and monitor all appropriate policies as they relate to support services for young people.
2. To ensure that all staff are working in accordance with relevant Codes of Practice.
3. To ensure a high standard of practice within your staff teams.
4. To provide operational management of the staff team and deploy appropriate staff resources ensuring that key tasks are fulfilled.
5. To maintain a presence within the local community, representing the Company at external events, meetings and reviews as required.
6. To provide appropriate leadership in order to ensure all residential support staff are committed to and involved in the achievement of objectives securing the success of the home.
7. Any other such duties as may be required from time to time by the proprietor.
8. Ensure that all legal responsibilities associated with the opening, registration and operation of Willoughby Place are effectively discharged.
9. Overseeing management of Willoughby Place and ensuring the service is safe, well run and complies with Ofsted regulations & company policies and procedures
10. To support and develop the service further and assist in registering any service(s)
11. Develop and make known to staff a variety of intervention strategies that support the environment regarding behaviour management and the promotion of pro-social behaviour.
12. To ensure the service is financially viable and managed within its allocated budgets.
13. To produce and implement a workforce development plan for the service that ensures the delivery of high quality, effective practice.
14. Provide staff with sufficient information that ensures they understand their role and implement monitoring systems which will ensure they perform to a high standard.
15. Promote and actively encourage the professional development of staff.
16. To provide support and direction to the staff team, directly deliver supervision to identified members of staff and regularly appraise performance as outlined in Willoughby Places supervision and appraisal policy
17. Responsibility for the management and supervision of all staff members including delegation of supervision responsibilities to appropriately skilled and experienced staff where this is deemed appropriate.
18. Manage all employee relations within the service(s), in line with current employment legislation and the company’s policies and procedures. Consulting specialist HR services if deemed necessary.
19. Taking disciplinary action when necessary
20. Must be self-motivated and possess the desire for self-development.
21. Lead, inspire and develop a culture of collective support for young people to fulfil the needs of young people being met at all times.
On call is likely to be one weekend in every three weekends, additional payments for covering sleep-in shifts
The Registered Service Manager reports to the Responsible Individual / Director and works alongside the wider management and support team.
